While, with his budget, the Prime Minister turns his back on the fiscal policy hitherto pursued by the Head of State and, on immigration, the first seems determined to go further than the second, both men display a total identity of view on Mercosur.
This basic convergence avoids a first “hiccup” at the top of the executive. From the outset, the head of government had displayed his claim to exist in the field of foreign policy and European policy, refusing to admit the existence of a “domain reserved” for the head of state alone; preferring to defend the idea of a « shared domain ».
