Identity theft, computer hacking, and ordering computers: these scammers pretended to be a small town in the south of Haute-Garonne

Between November 2021 and February 2022, the village of Franquevielle, south of Haute-Garonne, was the target of scammers. Their email address was used to obtain money and electronic equipment. The case was judged this Thursday, January 23 at the Saint-Gaudens criminal court.

Between November 2021 and February 2022, the town of Franquevielle was the target of a well-crafted scam. First, his local internet network was infiltrated. The hackers notably found the access and security codes for the municipality's mailbox.

Thus, they were able to retrieve the subsidy application files from the community of communes in the heart and hills of Comminges and from the departmental council of Haute-Garonne. Using the town hall email address they were able to attach their own bank statement, claiming that the village had changed RIB. Objective: collect all the grant money on their behalf.

The matter does not end there. Still using the email address of Franquevielle town hall, the crooks order a multitude of computer equipment. Around twenty tablets, around ten computer screens, central tower, and laptop. The delivery address is sometimes addressed to a kennel club in . An incongruity that intrigues some companies. The tax administration is alarmed by this sudden change in the municipality's unreported RIB. An investigation is finally opened.

Two suspects arrested

But then who is at the head of this whole scam? The question was again asked this Thursday, November 23 at the Saint-Gaudens criminal court. The two defendants say they are simple executioners. They would have only collected the packages using false identity cards, according to the orders of the real mastermind. “But why not give the clear identity of this person?” the judges asked. “I don’t remember the name of the application he used. I don’t know anything about the internet.” replies one of the defendants. Same story for his accomplice, who claims to not even know what the packages contained.

Problem: during the arrest of one of the defendants, a laptop, ordered via Franquevielle's email address, was found in his belongings. Inside, personal files, such as a nominative Covid certificate, were found. Fake ID cards were also seized. “You were not simply performers, you were actors” insist the judges to the defendants. The defendant found with the computer receives sixty months' imprisonment, forty of which is suspended for three years. The second was sentenced to two years in prison with suspended probation. The total compensation for the civil parties will be assessed in May.
