The tax coefficient will thus drop from 1.65 to 1.55. Citizens were called to vote on this measure rejected by the left because changes to the tax rate are subject to a mandatory referendum in the city of Lucerne.

With expenses of 883 million, the budget forecasts a deficit of 16 million francs. It was approved by 79% of voters, according to the city. The participation rate was 31.5%.

The government had initially proposed reducing the tax rate by only 0.05, which would have limited the deficit to 6 million francs. Not enough, according to the bourgeois parties who managed to pass a reduction of 0.1 in the City Parliament.
