An appeal has been filed against the new Vaud law on begging

Has the Vaud right been too greedy regarding the new law on begging? The question deserves to be asked and justice will have the last word. At least that’s what we learned this Friday in the pages of the Official notice sheet. Indeed, according to the biweekly, an appeal was filed with the Constitutional Court against the Vaud criminal law, which was adopted on October 1 by the Grand Council. This umpteenth twist comes in a particularly tense context, where certain cities are overwhelmed by street dealing and have to deal with an increase in begging.

As a reminder, this modification of the legal framework was the origin of numerous lively debates in parliament. It must be said that in 2018, the deputies simply decided to ban begging on cantonal territory, before having to backpedal three years later following a ruling by the European Court of Human Rights. This fall, the Vaud government returned to the table with a new bill, compliant with the ECHR, but not firm enough according to some elected officials. The right-wing parties had managed to come together to prohibit the people concerned from begging in a large number of places, such as in markets, near public buildings, nurseries, schools, playgrounds, banks, post offices. , ATMs and parking meters, stores, medical and care establishments, museums, theaters and cinemas.
