“This is the largest budget ever committed,” immediately announces Christophe de Balorre, chairman of the board of directors. d’Orne Habitat. In 2025the first social landlord in Orne will devote an envelope investment of 57 million euros. Double that of last year (€29 million). “It’s considerable, it’s almost as much as the Department’s budget this year,” compares the man who is also the president of the Departmental Council.
A budget of 269.5 M€ until 2033
During the ceremony of greetings to office staff, Wednesday January 22, 2025, Christophe de Balorre presented the roadmap for the years to come.
The lessor plans 269,5 M€ for the improvement and restructuring of its real estate portfolio over the period 2025-2033. The sum is distributed as follows: €105.2 million for constructions and acquisitions (588 housing units), €6.5 million for deconstructions (480 housing units) and €140.8 million for renovations (2,917 housing units).
Two police stations and two relay houses
The flagship site of the moment is inevitably the construction of the new Alençon gendarmerie and its 69 housing units, the first stone of which was laid in October. “This is our biggest project for at least 30 years,” says Christophe Bouscaud, general manager of Orne Habitat. Amount of the operation: €29 million. Delivery is hoped for the second half of 2026. Another gendarmerie will soon emerge: Gapedwith 8 housing units, expected before summer 2025.
Orne Habitat is also leading the creation of two relay houses (family pensions) in the department. These structures are intended to accommodate people in precarious circumstances or in situations of social isolation. One will be Argentan (Résidence La Noé – 32 places), during 2025, and the other The Eagle (La Varende – 20 places), for 2026.
Re, rehabilitation with “serious pathologies”
Highly anticipated, the Re project, in the heart of Alençon, is due to see the light of day in 2027. On this 1,390 m2 real estate block, the City plans to restructure the ground floor into two commercial cells, one of which intended for a brewery, and the creation of 13 housing units on the upper floors.
Project management was entrusted to Orne Habitat. The current year is dedicated to preliminary studies before launching work in 2026. A consultation was launched before the launch of project management. The project will involve a certain complexity. “The building presents serious pathologies, it is collapsing on itself. This requires additional studies to be carried out and particular technical expertise for the rehabilitation,” indicates Christophe Bouscaud.
181 housing units launched in 2025
In 2025, thirteen new construction programs will be launched, for a total of 181 accommodations. Notably in Vimoutiers (rue Mitterrand – 20 housing units), in Tourouvre-au-Perche (10 housing units in total), in Argentan (13 housing units in total) and, above all, in Flers (62 housing units in total).
The most important project is located in Alençon on the wasteland of the former Réseau Pro, avenue de Quakenbrück, between the Jacques-Fould stadium and the aerodrome. The site, empty since the company moved in 2013, will host 45 accommodations.
-It was acquired by Orne Habitat in 2014, which carried out the demolition in 2022. The work must be launched at the end of the year, for a period of 18 months.
Other current programs must be delivered at the end of 2025 or during 2026. Such as the 4 housing units and the bakery in Randonnai, the 36 housing units at Bois Robert in L'Aigle, the 42 housing units at the Monge residence in Flers and the 38 housing units in the former commercial wasteland on rue de Verdun, near the station, in Alençon.
The year 2025 will be marked by the demolition of 279 accommodations in the department (compared to 242 in 2024).
11,760 tonnes of CO2 saved
Today, rehabilitations constitute the “basic foundation” of the lessor's interventions to “face energy and environmental challenges”, says Christophe de Balorre, as required by the climate and resilience law in order to eradicate thermal strainers. In 2024, 129 rehabilitated housing units have been delivered and work is underway on 175 others. According to EDF, the work carried out made it possible to make a economy of 11,760 tonnes of CO2.
This year, 469 new housing units will be improved for an amount of €25.3 million. Among the largest projects: 105 housing units in Alençon (boulevard Duchamp), 84 in Argentan (Vallée d'Auge), 56 in Flers (Béguinière), 48 in Sées (rue de Verdun) and 30 in Sées (La Sente aux Bœufs) .
Vacancy rate falling
The year 2024 was marked by a “very clear” improvement in vacancy rate within the real estate stock. This one was located at 6,93 %as of December 31, 2024. “This is our best result in 20 years,” rejoices Christophe de Balorre, while the Ornais lessor owned 11,965 housing units (figure in 2023).
Today, the office has 506 accommodations who have the label Habitat Senior Servicesthe aim of which is to encourage the elderly to remain at home. Objective: achieve the 800 accommodation in horizon 2028.
