As part of a visit to the Olympic and Paralympic Village in Saint-Denis this Thursday, November 28, 2024, Valérie Létard, Minister of Housing and Urban Renewal and Florian Bercault, President of the national EcoQuartier commission, presented to Yann Krysinski, executive general director of SOLIDEO, the “EcoQuartier Livré” label for the Village in the presence of Jérémie Boroy, president of the National Consultative Council of Disabled People.
Designed to go beyond their primary function of hosting the Olympic and Paralympic Games, the Athletes’ Villages as well as the Media Villages reflect the State’s ambition to be part of an exemplary approach in terms of urban planning and sustainability. and social inclusion. With the support of the Ministry of Housing and Urban Renewal, in close collaboration with local authorities and SOLIDEO, this project now leaves a rich legacy, both material and intangible, in Seine-Saint-Denis. and to France as a whole.
MATERIAL HERITAGE: ECOLOGICAL AND INCLUSIVE NEIGHBORHOODS
2,800 housing units will be delivered, including 770 intended for sale to the general public, the rest including social housing and student residences, also accompanied by 20 public and sports facilities. Beyond the figures, these projects made it possible to experiment with development solutions, demonstrating their potential for replicability for future urban projects.
In a very urban department, biodiversity is at the center of consideration, nearly 9,000 trees and shrubs have been planted, and green roofs have also been installed. When designing these spaces, a clear ambition was put forward: to place these spaces in an exemplary circular dynamic. Advanced bioclimatic design encouraged the use of natural resources such as effective natural ventilation to limit the use of air conditioning.
With a diverse offering ranging from social housing to residences for families, students and seniors, these neighborhoods meet varied needs while guaranteeing living spaces with universal accessibility. Thanks to multisensory signage, adapted furniture and welcoming layouts, these advances are part of a deeply human vision of urban innovation. The surrounding roads have been redesigned (widened sidewalks, cycle paths) in order to provide an urban setting favoring gentle travel.

INTANGIBLE HERITAGE: KEY LEGAL AND SOCIO-ECONOMIC ADVANCES
The Olympic and Paralympic Village is not limited to redesigning a territory; it also made it possible to reinvent the methodological and regulatory frameworks for major urban projects. Thanks to the innovative rules provided for by the “JOP Laws” and extensive coordination work, modular infrastructures have been designed within a short time frame. These innovations rely on tools such as “dual state” building permits which allow temporary adjustments to local rules to speed up construction sites while maintaining their consistency with urban development plans. A universal accessibility benchmark has also been created. These innovations pave the way for their reuse for other large-scale projects, such as the 2030 Winter Games, but also for their generalization to benefit more projects in all territories.
This innovative framework is coupled with a strong social ambition. The Charter in favor of employment and territorial development has set precise objectives, in particular by reserving 10% of hours worked for people far from employment, and by awarding 25% of contracts to VSEs, SMEs and structures of the social and solidarity economy (ESS). The fight against illegal work and strengthening safety on construction sites have also been priorities, guaranteeing exemplary conditions for workers and local businesses.
