Thursday January 16, the motion of censure tabled against the Bayrou government was voted by the rebellious, environmentalist, communist and overseas deputies of the GDR group, as well as by 8 deputies of the socialist group.
By refusing to vote for it, 58 socialist deputies allowed the Bayrou government to continue its work of destruction. They recognized undue legitimacy. In the words of Olivier Faure last October after the first motion of censure against Michel Barnier, these deputies have thus joined the ranks of “support without participation” for the government. By doing so, they masked the central responsibility of the National Rally which, by not voting for censure, ensured the survival of a government dedicated to the neoliberal obsessions of Emmanuel Macron.
This decision by 58 socialist deputies is a serious break with the commitments made to the people during their election last July. Indeed, the program of the New Popular Front affirmed, from its preamble, that this alliance broke with Macronism. Therefore, by this solitary choice and without consultation, by isolating itself from three components of the New Popular Front and by validating an illegitimate government, the Socialist Party no longer acts as a partner of this coalition.
To justify this decision, the leaders of the PS claim to have obtained “remarkable concessions” from the government on pensions or the budget. In reality, the “conclave” set up by François Bayrou and François Hollande is a crude trap. It gives Medef a right of veto preventing any vote by the National Assembly for the repeal of retirement at 64. As for the 23 elements presented as budgetary concessions, 8 of them correspond to measures already appearing in Michel Barnier's budget and 11 of them to the result of the parliamentary discussion or the censure of his government. There is nothing “remarkable” about this great exercise in smoke and mirrors. And nothing that will counterbalance the additional 10 billion reduction in public spending which makes the budget in preparation a Barnier budget but worse.
-The budget vote must take place at the beginning of February in the National Assembly. In the absence of a majority, the government should use article 49.3 to try to impose it by force. On this occasion, we will table a new motion of censure. By voting for censure, we will be able to protect the people from the impact of the massive budget cuts planned by the government in the budget for ecology, thermal renovation of housing, health, culture, education, sport or even higher education and research. But we can also refuse the pursuit of a policy without responses to the social emergency or the climate challenge. And reject the preparation of unacceptable reforms already announced by the Minister of the Interior Bruno Retailleau, such as the questioning of State Medical Aid.
So this will be the moment of truth. If socialist deputies were to refuse again to censor the government of François Bayrou, they would definitively break with the New Popular Front. They would confirm a reversal of alliance and would no longer be able to represent the left opposition in their constituencies. Because it is in the clarity, consistency and respect for the word given that lies the possibility of a popular dynamic capable of allowing us to access power. To act otherwise is to open the royal road to the National Rally which we can defeat by remaining faithful to our commitments to break with the macronie. This is why, with the aim of political clarification and in order to obtain censure of the Bayrou government, the parliamentary group of France Insoumise will propose bilateral meetings to the parliamentary groups from the New Popular Front.
In any case, rebellious France will remain faithful to the hope aroused by the victory of the New Popular Front. We will continue our process of bringing together open to all those who want to bring to life the objective of a break with macronism. This is the only way to put an end to the degraded life that the latter imposes on a growing number of women and men in the country. The only way to prevent the extreme right from coming to power. The only way to finally move towards harmony between human beings and with their ecosystem.
