Rights of women and families: the Breton CIDFF “risk disappearing”

“Our essential actions respond to societal issues and the government’s stated priorities. Tomorrow, they risk disappearing. » The tone is serious, in the open letter being signed by all the administrators and employees of the four Breton CIDFF (Information Centers on the Rights of Women and Families). These associations work throughout the country for equality between women and men, the prevention and fight against sexist and sexual violence and the professional integration of women. But they see their economic balance threatened.

At issue is the decree of August 6, 2024, establishing the extension of the Ségur bonus to employees in the private social sector, including the 60 professionals of the Breton CIDFF. Good news for these psychologists, lawyers or integration managers, “except that the State does not guarantee any funding”, deplore the Breton CIDFF.

“Cessation of payments in April”

“For us, this represents an additional cost of 97,000 euros, on a 2025 budget estimated at 980,000 euros. It’s untenable: if nothing changes, we will cease payments next April,” warns Émilie Dubreil, director of CIDFF Finistère (19 employees, three permanent physical locations). As a sign of protest, the association has suspended until further notice its usual offices in the 17 municipalities of the department where it usually operates.

The CIDFF 29 brought together its entire committee of funders on January 17, 2025, to try to break the deadlock. In vain: “Local authorities (27% of its funding) will be able, at best, to maintain their funding level, but no more. The European Solidarity Fund will not budge either. The State must therefore take its responsibilities by guaranteeing in a lasting manner the financial compensation for this Ségur premium which it imposes itself.”

This would only be possible after the adoption of the next finance bill. “We must therefore hold out without cash reserves until mid-March, at best,” describes Émilie Dubreil. The regional federation of CIDFF is due to meet on Saturday in to consider actions. And restructuring measures could be on the agenda of the CIDFF 29 board of directors, convened on January 28 in .

In 2024, the Breton CIDFF supported more than 10,000 people free of charge, including 2,500 victims of violence.
