While the Minister of Labor Astrid Panosyan-Bouvet raises the possibility, Tuesday January 21, of a contribution from certain retirees to finance the social security budget, Matignon tempers and speaks of a “personal proposal” of the minister, the franceinfo political service learned from François Bayrou's entourage.

“We must not dismiss this question so that the effort does not only focus on assets”declared the minister, Tuesday morning on TF1, specifying that it could relate to “retirees who can afford it”, maybe “40% of retirees”. PAfterwards, Astrid Panosyan-Bouvet explained to the EPR deputies gathered in a group meeting at the Assembly, that this participation of retirees was a question that arises “in a personal capacity”, according to comments reported by participants, and that she had to “be naturally asked of parliamentarians”.

This contribution must be used to finance the Autonomy branch of social security for the care of the elderly.“There are different taxes and contributions that could be considered for retirees who can afford it (…) depending on the level of pension”specified Astrid Panosyan-Bouvet. “It’s up for discussion, it could be 2,000 euros, it could be 2,500.”

“Let Parliament do it”replied Matignon. “There is nothing specific behind it” this proposal, specifies the minister's entourage,“the Senate must look at other funding avenues than work.”

In the National Assembly, this idea of taxing a portion of retirees causes a lot of reaction among deputies from all sides. This is a bad idea for the Macronist MP, Mathieu Lefèvre, who says “three times no !”on X. The president of the UDR group and ally of the RN, Éric Ciotti indicated on BFMTV that he “will censor any budget where there is such a provision”.

On Sunday, the government also defended the idea of working seven more hours per year for free to replenish social security funds, a measure passed by the Senate last November. The social security financing bill for 2025, stopped by censorship, must resume its parliamentary journey and return to the Assembly at the end of the month, based on the Senate text.
