In a press release sent to our editorial staff, the Telecommunications and Postal Regulatory Authority (ARTP) launches a reminder. It draws the attention of all subscribers of electronic services (mobile, fixed, Internet) to the operators SONATEL (ORANGE), SAGA AFRICA HOLDINGS LIMTED (YAS), EXPRESSO, CSU (HAYO), SIRIUS TELECOMS (PROMOBILE) that identification is a legal requirement.
Thus, as mentioned in article 36 of Ioi n°2018 28 of December 12, 2018 relating to the Electronic Communications Code: “Operators identify all users of their electronic communication services at the time of subscribing to the services that they provide and keep data likely to allow their identification.
Therefore, the ARTP recalls in this sense that: “For natural persons the identification file is as follows: “the physical presence of customers when subscribing or the presentation of a legalized power of attorney for subscribers not present; the limitation of SIM cards to three (03) per subscriber and per mobile operator; presentation of the National Identity Card “CNI” or valid passport for nationals and ECOWAS nationals; presentation of passport for foreigners (other than ECOWAS). »
While for legal entities and other organizations there is: “the presentation of the commercial register and the NINEA for companies; the presentation of a private law contract for embassies and other accredited international organizations.”
