It is a new grouping of workers in the primary sector, justice, health and commerce. This is the Inter-Union of Senegalese Administration Agents (I2As) to better promote their common demands. Par Dieynaba Kane –
Unions from the primary sector, justice, health and commerce, “in a united dynamic for better support” of their “claims, have decided, through a charter, to set up the Intersyndicale des agents of the Senegalese Administration (I2As). They also wish to demand “more respect and consideration” from the new authorities. In a document, the unions of the primary sector (Agriculture, Livestock, Fishing), those of justice (Sytjust, Untj), the Democratic Union of Health Workers in the Social Sector (Sdt-3S), the National Union of Health Workers commerce (Synacom) explained the reasons for this union. According to the members of these organizations, it was noted that “despite the firm instructions of the President of the Republic and the declared will of his Prime Minister”, the authorities in charge of their demands, in particular the Minister of the Civil Service, Olivier Boucal , “have not sufficiently become aware of the urgency with which the concerns of workers” in their “respective sectors should be addressed in view of the precarious conditions which punctuate their daily lives”. Above all, they insist, “in this context of acute precariousness, exacerbated by the high cost of basic necessities”. By setting up the Inter-union of Senegalese Administration Agents (I2As), the said unions want it to be “a framework for consultation and unity of action for the promotion and defense of material and moral interests, of respect for their rights and the improvement of the working conditions of their members made up of civil servants, decision-makers and contract workers. In the same vein, it is underlined that “I2As is committed to promoting collaboration between its members, by mobilizing all energies for efficient and effective management of the problems of the working environment, working conditions as well as affiliate problems. And the authors of the document add: “It places its union action in a unitary dynamic bringing together all the unions of the Central Administration for the advent of a quality public service.” Furthermore, they inform that it “is committed to bringing forward and defending the points of demand” on the management of the careers of their members (promotion, reclassification, reception corps, transfer of decision-makers to the civil service corps), “the inequity of salary treatment between civil service agents, the generalization of the housing allowance, the transfer of administrative contract workers to the civil service, the harmonization of the retirement age at 65 years, the reform of the retirement system in Senegal, the revision or overhaul of legislative and regulatory texts of the administration which have become obsolete (law 61-33)”.
In addition, the I2As has also set itself the objective of “strengthening the rights of agents of the Central Administration and its branches, of improving the working conditions of agents of the Administration in the broad sense, of advocating the union unity for permanent social dialogue, promoting the values and principles of unionism, unity of actions between member organizations. The trade unionists of this new platform inform that they “will initially contact the highest authorities to favor dialogue in order to find solutions” to their concerns. And to warn: “If nothing is done, we will move on to the next step.”
