What governance for Gaza? Plans come out of drawers

The events have gone somewhat unnoticed in recent weeks, covered by the sound of bombs in Gaza. In several towns in the Palestinian West Bank, and in particular in Jenin, pitched battles pitted security members of Mahmoud Abbas’ Palestinian Authority (PA) against groups of armed Palestinians. These battles, which left around fifteen dead, including passers-by, took place for entire days, in regions where the AP, in sharp loss of legitimacy, usually no longer sets foot. “The intention was clear,” notes a Palestinian interlocutor who does not wish to give his name. Mahmoud Abbas must prove that he is capable of “bringing order” to the West Bank. He knows that a possible role in Gaza comes at this price, especially in the eyes of the Americans.”

A “possible role”? From the start of the Gaza war, which followed the October 7 massacre committed by Hamas, the plans, although vague, all pointed in the same direction: the day after the war, when Israel allegedly declared ” total victory” against Hamas, it would be a question of bringing the Palestinian Authority back to Gaza, so that it could take over responsibility. These plans were refused by Israel but they have found a second lease of life in recent weeks, while the conclusion of a truce seemed to be taking shape thanks to the inauguration of Donald Trump.
