The Minister of Justice presented Morocco’s fifth periodic report on the implementation of the Convention against Torture before the Justice Committee of the House of Representatives. This report highlights legal and institutional reforms aimed at strengthening human rights and preventing torture.
In a renewed approach to strengthening human rights and the rule of law, the Minister of Justice recently presented before the Committee on Justice, Legislation and Human Rights of the House of Representatives the fifth periodic report of Morocco on the implementation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
This report is part of a framework of transparency and the Kingdom’s commitment to respecting international conventions relating to human rights. It highlights Morocco’s continued actions to combat torture and prevent all forms of ill-treatment, particularly through several essential legal and institutional reforms.
Morocco continued its commitment to respecting human rights by strengthening the legislative framework linked to the fight against torture. Key actions include the ratification in 2014 of the Optional Protocol to the Convention against Torture, which provides for regular visits to detention facilities to prevent acts of torture. In 2019, Morocco also created the National Mechanism for the Prevention of Torture, an independent body responsible for monitoring the situation in prisons and other places of detention. In addition, the country has revised the Penal Code and the Code of Criminal Procedure in order to better protect the rights of individuals and guarantee the implementation of international standards.
Another priority highlighted in the report is the improvement of detention conditions in Morocco. With this in mind, considerable efforts have been made to modernize the Kingdom’s penitentiary establishments. These reforms aim to guarantee detention conditions that respect human dignity, with notable improvements in prison infrastructure, an increase in the number of qualified staff, as well as particular attention paid to health services and the reintegration of prisoners. .
-The fight against torture remains at the heart of government action, as indicated by the measures taken to ensure that all acts of violence or ill-treatment in prisons and other places of detention are strictly prohibited. Morocco continues to work on improving the legal framework, training security agents and educating citizens on human rights. Targeted actions have also been put in place to raise awareness among judicial authorities and prison officials of the importance of preventing torture.
The Minister of Justice thus reaffirmed the State’s commitment to continue working to promote human rights and to respect international conventions relating to the fight against torture. Through these reforms, Morocco intends not only to comply with international obligations, but also to strengthen the confidence of the Moroccan people in its judicial and penitentiary system.
