The summons of the former Minister of the Budget to the Dakar – Faidherbe research brigade reveals its first secrets. DakarActu, to find out more, carried out a small investigation to discover the identity of the complainant. This is Mouhamed Diallo, former minister advisor to President Macky Sall. The man we reached on the phone also presents himself as the national representative of the “Kiraay Ak Natange” coalition which carried the list presented by Birima Mangara during the legislative elections. Better still, he is even the creator and owner.
“I am the one who set up the Kiiraay Ak Natange coalition. It belongs to me and it is at the head of this coalition that Birima committed himself to the past legislative elections,” he tells us straight away. He continues. “What opposes me to him is that it was I who financed the pre-campaign and the campaign (gasoline, vehicles, food, campaign materials, hotels, etc.). What is regrettable, however, is that he gave me 02 hectares of land in Dakar as a pledge. To my great surprise, I was able to note that this land has been mortgaged to BDK since 2022, because the bank had paid it, at the time, a sum of 510 million francs.
Asked about the amount of the debt, the subject of the complaint, Mouhamed Diallo said he preferred not to discuss the merits of the case. “Since the complaint was filed with the prosecutor’s office by my lawyers, I cannot reveal to you the entire amount that I am entitled to claim.”
Visibly frustrated and disappointed, Mouhamed Diallo will decline, in a rather disappointed tone, the real objectives of his complaint. “Whether he pays me back or not, it doesn’t bother me. But what bothers me is what would I have gotten myself into if I had taken this already mortgaged land? Finally, on my side, I have documents relating to land under mortgage and he knew it at the time we made the commitment. It is therefore clear that this is an attempted fraud. It is on the basis of this land that I agreed to finance. I couldn’t think that a former budget minister could do that. I only have my honor and my dignity to safeguard. »
Our interlocutor clarified that Birima Mangara, by requesting his assistance, had made commitments. “I only have my honor and my dignity to defend in this story. Whether he is a deputy or President of the Republic, he must answer for his actions”
Mouhamed Diallo will deny rumors which claim that he is just frustrated by the decision taken by Birima Mangara not to abandon his position as deputy for his benefit after he made this promise. “It’s true that he said that in public, but for me, it was in no way because of this retreat that I initiated the complaint in question. I was a minister like him, let me remind you. »
