The Municipality of Morges reaffirms its commitment to housing policy. In a notice, it presents its roadmap to the Municipal Council and provides a concrete response to the municipal initiative “For more affordable housing in Morges”.
In a context of urban transformation and growing residential needs, the Municipality of Morges has carried out an ambitious approach which results in a municipal housing and habitat policy.
To face the current and future challenges of the housing market, the project is based on a diagnosis of the territory detailing the socio-economic and demographic specificities of Morgien. This work allowed the Municipality to identify target audiences who are not naturally served by the real estate market due to a lack of accessibility linked to prices or availability of supply. This concerns in particular families, seniors and young people living alone or in pairs.
Based on these findings, a roadmap was established, including three strategic objectives:
- Implement a public housing policy and a social housing policy in response to the needs of target audiences;
- Guarantee housing adapted to the needs of seniors and young people;
- Support the programming of new neighborhoods and the renovation of the existing park.
These strategic objectives include ten concrete measures, in particular the establishment of quotas for public utility housing (LUP) in regulatory town planning documents, the activation of the right of pre-emption based on a grid of aid for decision, or even support for the development of housing for young people with low economic capacity.
Response to the “For more affordable housing” initiative
In response to the popular municipal initiative “For more affordable housing in Morges”, which was successful last July with 2,020 valid signatures, the Municipality submits in the same notice to the Municipal Council a regulation for pre-financing the exercise of the right of pre-emption arising from the LPPPL (Law on the preservation and promotion of public utility housing). This pre-financing will allow the Municipality to carry out one of the actions on its roadmap and activate the right of pre-emption, in order to progress towards the objective of 15% LUP across the entire real estate portfolio. Through this concrete proposal, the Municipality demonstrates its desire to act to meet the population’s needs for affordable housing.
