The Samuel Sarr affair reveals incredible things. Without saying it out loud, the former Minister of Energy is the victim of relentlessness and conspiracy. His yesterday’s adversaries want to eliminate him in this affair, although it is crystal clear.

1- There is a provisional report from the Mazar cabinet which never spoke of embezzlement. It appears that the auditors highlighted unjustified expenses. The nuance is clear. Samuel Sarr never misappropriated project funds.

2- Before the board of directors, Samuel Sarr provided all the proof of the funds spent. This same evidence was given to investigators by Samuel Sarr. Furthermore, a counter-expertise was carried out and the authors were confronted with Mazar auditors. The Managing Director of West African Energy did this to shed light on its management.

3- All the shareholders (including Mr. Samuel Sarr) contributed only 16 billion for the construction of this power plant.

Samuel Sarr alone contributed more than 250 billion to make this plant up to 95% ready. You read correctly: 16 billion donated by shareholders including Samuel Sarr. And more than 250 billion mobilized by the former minister. Does this gentleman deserve to be treated like this?

4- In the management of a private company, a conciliation procedure should be favored between the parties in conflict. So the arrest of Samuel Sarr is a violation of his rights and an abuse of power.

5- In a conflict between two parties, why Samuel Sarr’s complaint was not investigated. Only that of Moustapha Ndiaye was dealt with at the level of the prosecution.

6- Samuel Sarr was interviewed several times by the Research Section in the context of this case. He handed over several files and evidence to investigators. Before leaving Dakar on the evening of November 17, 2024 to go to Dubai, he informed investigators. So no ban on leaving the country was given to him. It passed through the AIBD without any opposition. It seems that it was during his absence that the ban was decided.

7- Before leaving Dubai, Samuel Sarr was informed of the decision to arrest him upon his arrival in Senegal. Despite this, he returned when he could have fled if he had something to reproach himself for. It is indeed because he has nothing to reproach himself for that he returned to Senegal quietly.

8- A delegation of West African Energy partners from Dubai arrived in Dakar since the announcement of the arrest of Samuel Sarr. No authority received it. For what ?

9- The arrest of Samuel Sarr will slow down this project which had finally obtained the support of partners. Because initially, some partners did not believe that Senegalese private individuals could succeed in such a bet! Samuel Sarr did it with those who believed in his expertise. Now certain forces want to push her aside to separate the baby (the central) from her father (Samuel Sarr).

In conclusion, if the law is right, Samuel Sarr should be released. Only in this way can a serious investigation be carried out with the participation of all stakeholders. It is not the imprisonment of the Director General of WAE which will help to discover the truth. He must regain his freedom to collaborate peacefully with justice. Any desire to harm his person risks tainting the credibility of the investigation in this case.
