New houses and apartments will be eligible for zero-rate loans throughout the country

A government amendment specifies that new individual houses will be included in the zero-interest loan system.

Doubts persisted about the contours of this new PTZ. The zero-interest loan, whose ambition is both to revive new real estate, which is in great difficulty, and to support the purchasing power of first-time buyers, will concern new houses and apartments throughout the country.

A government amendment to the 2025 finance bill proposes to “temporarily extend eligibility for the new PTZ throughout the territory for housing located in a collective residential building, as well as for individual dwellings”. And this for a period of three years.

Until 2024, the zero-interest loan was reserved for new housing, only in tense areas. Since the start of the year, new houses had even been excluded from the system. For relaxed areas, only old housing is concerned, provided that energy renovation work is carried out.

During his general policy speech, Prime Minister Michel Barnier said he was “favorable to the extension of the zero-rate loan (PTZ) throughout the territory”. But uncertainties persisted about the eligibility of the houses.

The idea of ​​reserving this loan only for “grouped individual houses”, a type of terraced house, had been considered for a time but it no longer seems to be relevant.

“The budget must evolve accordingly”

“This is excellent news for new housing,” rejoices Norbert Fanchon, president of the Gambetta group, to BFM Business.

“But if the zero-interest loan is extended to the entire territory, the budget must evolve accordingly, otherwise it will be a failure,” he warns.

“The government must not lower the quotas, otherwise it would only dilute the aid,” he explains. The quota represents the PTZ's share in the total amount of the real estate loan taken out.

There are different quotas for different income brackets. The most modest households (band 1) can thus finance 50% of their property loan with the PTZ, for those belonging to bands 2 and 3, 40% of the amount can be financed with the PTZ, compared to 20% for the wealthiest ( slice 4).

However, this question has not yet been resolved. The amendment specifies that “in a spirit of balance between the essential support for access to property for low-income households and the necessary control of public spending, a decree will specify the portions of the total cost of the operation financeable by the PTZ”. Norbert Fanchon also calls for not changing deferrals, that is to say the time during which you have not yet repaid your zero-rate loan.

Last October, the Minister of Housing estimated that “these modifications would make it possible to build around 15,000 additional homes in 2025 which will represent around 600 million euros in VAT”. In an interview with ParisianValérie Létard also specified that the conditions for granting the PTZ in the old system would not change.
