While the examination of the Social Security budget begins this Monday, November 15 in the Senate, the government of Michel Barnier has indicated, through its Minister of Health, that it wants to reduce by 5% the reimbursement rates for medicines and medical consultations in 2025.
A new flammable subject. The Minister of Health, Geneviève Darrieussecq, announced this Monday, November 18 before senators that the reimbursement rates for medications and medical consultations by Social Security will drop by 5% next year.
Thus, this Monday, Geneviève Darrieussecq explained that the “moderation fee”, most often the responsibility of supplementary health insurance, “will only change by 5%” for medical consultations, while an increase of 10% was envisaged. . However, “in addition, (that) on medicines will increase by 5%,” she added.
If the Minister of Health made this announcement during the opening of the examination of the Social Security budget, these measures will not appear in the text. In fact, they will be implemented by a ministerial decree.
A “slippage” of reimbursements
The government's initial project consisted of reducing the cost of medical consultations from 70% to 60%, which will therefore be reimbursed at 65% in the future. For medicines, the three existing reimbursement rates (65%, 30% and 15%) would a priori be lowered in the same proportion.
Furthermore, the Minister of Health confirmed a “slippage” in the reimbursement of medicines this year, “estimated at 1.2 billion euros”, which the government intends to limit after a “dialogue with manufacturers, in order to find solutions compensation mechanisms.
The financial contribution of pharmaceutical laboratories, via the sector's “safeguard clause”, would only be “activated in the event of failure of the approach”, she assured.
