At the forefront of climate change, Valais is fighting its climate law

  • Valais votes on Sunday November 24 on the cantonal climate law, accepted by 93 votes to 30 in parliament in December 2023.

  • For supporters, this is a “pragmatic compromise” necessary to “avoid the cost of inaction” in the future.

  • For opponents, the text is too ambitious and will ultimately lead to the introduction of “restrictions, bans or taxes”.

On paper, the match seems unbalanced. The Valais climate law, put to a vote on November 24, is defended by all parties from the left to the PLR, the majority of the canton’s umbrella organizations and nature defense organizations. However, victory is not assured. Bringing together the UDC, the Haut-Valais Center and the Valais Union of Arts and Crafts, the opposition camp is waging an offensive campaign, thanks to a budget which – even if the figure has not yet been revealed – seems to exceed largely the 35,000 francs of the supporters of the text. At the heart of the battle, the date of 2040 tenses up the debates. Until then, according to the law, the canton must ensure “that the effect of greenhouse gas emissions of human origin generated in Valais is reduced to zero (net zero objective)”.

Achievable for supporters, unrealistic for opponents, the objective set by Valais repeats word for word that of the Confederation. With one exception: the date. Located in the heart of the Alps, particularly impacted by climate change, Valais has decided – like Neuchâtel – to focus on 2040 rather than 2050, the date on which cantons like Fribourg, Geneva, Jura and Vaud have modeled themselves.
