Libération, in its publication of Thursday November 14, 2024, highlights a serious case of illegalities concerning public-private partnership (PPP) contracts signed between 2016 and 2021.
According to a letter sent to the presidency on August 20, 2019, the former president of the Infrastructure Council, Ousmane Kane, responsible for approving all PPP contracts, denounces what he calls a “voluntary financial asphyxiation” of the structure, coupled to the discreet signing of contracts without prior consultation with his advisor.
The newspaper reveals that, according to Ousmane Kane, “compensations and salaries have not been paid for a long time, the budget allocated for this purpose no longer being included in that of the Presidency of the Republic.” This precarious situation of the structure is a worrying illustration of the management of public funds.
Ousmane Kane continues by highlighting another major irregularity: the signing of PPP contracts in total disregard of the council, whose law grants it essential prerogatives, or the modification of contracts initially approved under its supervision, but without its consent.
This practice, which amounts to a flagrant violation of governance rules, raises serious questions about the transparency and integrity of the public contract management process during this period.
