On the occasion of the opening ceremony of the international conference on “Competitive neutrality and market access”, Wednesday in Marrakech, the Minister of Economy and Finance, Nadia Fettah expressed the importance of this theme for Morocco.
The question of competitive neutrality and fair access to markets has become a major issue for Morocco, said the Minister of Economy and Finance, Nadia Fettah.
“Competitive neutrality and fair access to markets is at the heart of our vision of an open, fair, dynamic and resilient economy, where each actor fully plays their role and where transparency, innovation and “efficiency are rewarded,” noted Ms. Fettah during the opening ceremony
While noting that competitive neutrality and fair access to markets are the pillars of a dynamic and innovative economy, the minister stressed that the government is committed to continuing its efforts to create an economic environment where each actor, that whether public or private, national or international, it can contribute “to our common prosperity in a fair and equitable framework”, by stimulating innovation and guaranteeing healthy and fair competition.
Ms. Fettah, in this context, added that the public sector, by its nature, is an important player in the market, noting that the challenge that arises consists of finding a fair balance between maintaining the general interest missions of public enterprises, on the one hand, and the guarantee of fair and equitable competition, on the other.

In this context, she reviewed the reforms undertaken by Morocco in application of the High Royal Directives, including the creation of the National Agency for the Strategic Management of State Participations and monitoring of the performance of public establishments and enterprises ( ANGSPE), the progressive dematerialization of procedures and the facilitation of access of SMEs to public markets, indicating that these reforms aim to establish a new paradigm where the State, far from being an omnipotent actor, becomes a facilitator and a guarantor of competitive neutrality and free access to the market.
“In accordance with our commitments under the Government Procurement Agreement (GPA) of the World Trade Organization (WTO), Morocco has taken measures to guarantee the opening of its public markets to international competition” , she added, noting that this opening is crucial to attract international investors and stimulate the competitiveness of local businesses.
At the same time, the Kingdom has harmonized its standards and regulations with international standards, continued Ms. Fettah, indicating that these ambitious reforms demonstrate the Kingdom’s deep commitment to improving competitive neutrality and gradually reducing intervention. direct influence of the State in the act of investing.
Organized by the Competition Council, this international meeting offers the opportunity to exchange good practices, strengthen cooperation between organizations concerned with competition and allow countries to improve the regulatory framework governing this issue.
This conference is attended by representatives of governance bodies, socio-economic operators, national and international institutions and organizations concerned with competitive neutrality, in addition to economists, lawyers and experts in the field.
On the menu of this meeting are four plenaries addressing the themes of “public companies facing competitive neutrality”, “Regulated professions between competition and regulation”, “Interactions between competition authorities and sectoral regulators” and “access to public markets between competitive demands and efficiency of spending.
