The Ministers of the Interior and Justice unveiled, Friday in Marseille, a plan against drug trafficking, established as a “great national cause”.
The Ministers of the Interior and Justice, Bruno Retailleau and Didier Migaud, unveiled measures to combat drug trafficking on Friday in Marseille.
A completely repressive plan, even if it will be accompanied by an awareness campaign among consumers, for a fight established as “great national cause”.
Here are the main announcements intended to provoke “an electroshock” after several deadly shootings in France. “This is a national fight that will take years.”warned Bruno Retailleau.
A bill will be studied from January 27 in the Senate.
Reinforced resources
“The teams of the Paris public prosecutor's office working on the fight against organized crime at the national level will be strengthened by 40%, announced Didier Migaud. The staff will be protected throughout the territory and in particular in Marseille, and we will also strengthen the public prosecutor's offices who need it.”
The Minister of Justice, who announced the deployment of a “national coordination cell” in the coming weeks, also promises “better transmission of information”.
The government also wants to create a “French-style DEA”, named after the American drug control agency, a national anti-crime prosecution, and intends to improve the regime of repentants, who collaborate with the justice system.
Bruno Retailleau wishes, at the same time, “new intelligence techniques”and takes up certain proposals from the senatorial commission of inquiry, in particular the idea of a “safe” to keep investigative techniques secret. He also wants a new legal framework “who protects […] investigators who are in contact with informants”.
The Minister of Justice is also considering having the “organized gang crimes” linked in particular to narcotics by special assize courts, composed solely of professional magistrates.
International cooperation
Didier Migaud also announced the upcoming installation of a magistrate in Bogota (Colombia) and another at the European Union to strengthen international cooperation.
The Minister of Justice will also defend “the creation of a European judicial shield […] by mobilizing European prosecutors in port areas, by facilitating access by investigators to the digital data of criminal networks”.
Devices for minors
Immediate trial, minority excuse ruled out in certain cases… the government is considering several developments for minors hired at younger and younger ages by gangs. The Minister of Justice, Didier Migaud, proposes, among other things, “a dedicated day reception” and of “multiply the reception capacities in closed educational centers for minors most entrenched in delinquency”.
Hit the wallet
The Minister of Justice wants “hit criminals in the wallet by strengthening the possibilities of seizures and judicial confiscation”.
Bruno Retailleau wants “give prefects the power to close money laundering businesses”. Et “the offender who traffickers must be able to be evicted from his accommodation”underlines the Minister of the Interior who thus wishes “make it compulsory to open an asset investigation into drug cases” and also “reverse the burden of proof” by creating “an injunction to justify unexplained resources”.
Bruno Retailleau provides a concrete example : “Are you driving a large engine? Give us proof of the financing of this acquisition.”
“Many reservations about the means”
The plurality of announcements from the two ministers satisfies the police unions, at least on paper. “What is important to remember is obviously that the Minister of the Interior has the means to achieve his ambitions. It is for this reason that the entire government must support the action of the police and the desire to fight drug traffickersreacts Bruno Bartoccetti, delegate of the southern zone of the main union UN1TE who met the minister on Friday. But I have a lot of reservations about the means we are going to have, will the government give him the means on each subject? For the trade unionist, the most important measure is that of the priority fight against dirty money: “We heard with a very favorable response the desire of the Minister of the Interior to tackle money laundering, it is very important, at the national level and also at the international level. We must provide additional resources to prefects to strike at this level This is how we do harm, by touching on accounting: the criminal sanction is important, but does not prevent the dealer from continuing to operate from his prison. The idea of a safe to avoid disclosing investigation techniques is also attractive: “Yes, we must preserve these working techniques. Everything that appears in a procedure gives information to thugs who use it to progress in their trafficking.” And targeting consumers must also be a priority: “Today, only 30% of fines are paid by consumers, we must sanction and also make people responsible.” Jan.
