“According to estimates from the Federal Office of Public Health, EFAS (uniform financing of services) could lead to additional annual costs for the State of Vaud of around 130 million francs,” specifies the Council of State of Vaud in a response to socialist deputy Julien Eggenberger, published Thursday. To these 130 million, it is possible that “costs linked to the introduction, four years after the entry into force of EFAS, of a single tariff structure in the field of long-term care” will be added, affirms again the Government in its response. His Geneva counterpart also recommends a “no”, for similar reasons.

He says he has “no guarantee that this increase in the public contribution will lead at the same time to a corresponding reduction in the premiums (LAMAL) of Vaudoises and Vaudois.”

The Council of State is not unanimous on the subject. It is “in its majority” that it adopted this position, unchanged since the consultation carried out by the Conference of Cantonal Governments in August 2024, he recalls.

The Vaud sections of the Radical Liberal Party and the Center, to which the four members of the majority of the Council of State belong, are nevertheless favorable to EFAS. On the other hand, the minority parties have other positions. The Vaudois Socialist Party is opposed to it. The Vaudois Greens, for their part, decided not to give a voting recommendation.
