XALIMANEWS- The affair of the Community Agricultural Estates Program (PRODAC) is experiencing new twists and turns. At the time the former coordinator, Mamina Daffé and the manager of the Tida company, Ibrahima Cissé, were placed in police custody. Detained at the Criminal Investigation Division (Dic), they are both suspected of embezzlement of public funds, fraud, and corruption.
Libération provides confirmation of the existence of a report from the General Inspectorate of Finance (Igf). This was, in particular, the heart of the condemnation of the current Prime Minister, Ousmane Sonko.
Having been transmitted to the DIC, this report, reveals the newspaper, had led to the hearing of Khadim Ba of Locafrique, the main lessor of Prodac. Our colleagues explain that Mr. Ba had already alerted people to questionable practices by receiving suspicious invoices. It was later that the investigation accelerated and today involves Mamina Daffé and Ibrahima Cissé.
Indeed, the Igf report states that the State judicial agent had been invited to bring Ibrahima Cissé to court for “forgery, use of forgery and fraud”, causing damage of 517,864,401 FCFA to the State. . The company Tida, created in 2015, received a contract to manage the transit of Prodac goods in 2017, despite its business name being limited to “non-store retail”. The personal connection between Daffé and Cissé, as well as the fact that the latter is the brother of Bafodé Cissé, a senior Prodac official, has raised questions about possible conflicts of interest.
Thus, investigations revealed that due to lack of competence in the field, Ibrahima Cissé had subcontracted transit services to the company Itaa, while billing Prodac inflated amounts under the name of Tida. This system of false invoices included unjustified markups on various fees and services.
Furthermore, Mr. Daffé is also suspected of having validated payments for start-up tranches without guarantee, and of having approved payments of 6.8 billion FCFA without prior control to the Israeli company Green 2000. During in police custody, Mamina Daffé, declaring himself unwell, was transferred to the Principal Hospital in Dakar.
