• While the draft organic law n°97.15 defining the conditions and modalities for exercising the right to strike is currently under discussion within the Social Sectors Commission, sit-ins and protests are increasing to put pressure on the government. The next step promises to be difficult for the responsible minister, Youness Sekkouri, who must find a balance between the amendments proposed by the unions, parliamentarians and employers, while referring to the recommendations of the Economic, Social and Environmental Council and the National Council for Human Rights. But, for the moment, priority is given to rebalancing articles with a repressive dimension.
• At the end of October 2024, cement deliveries recorded a notable increase of 8.24%. This increase reflects positive dynamics in the construction sector. Cement sales continue to increase, reaching 11.12 million tonnes at the end of October 2024. This performance represents an increase of 8.24% compared to the 10.27 million tonnes sold during the same period in 2023. These figures, provided by the Ministry of National Territorial Planning, Urban Planning, Housing and Urban Policy, illustrate a positive dynamic in the construction sector.
• The Minister of Justice, Abdellatif Ouahbi, highlighted the importance of close and continuous collaboration between his ministry and the presidency of the Public Prosecutor’s Office, as well as the judicial and administrative officials of the courts throughout the Kingdom. This approach ensures responsive management adapted to the specific needs of public prosecutors, where the lack of human resources is increasingly felt. Indeed, with the significant increase in legal cases handled by public prosecutors, increased staffing becomes essential to ensure the proper functioning of justice.

• Moroccan exports maintained their upward curve, reaching a total value estimated at 331 billion dirhams (billion dirhams) at the end of September 2024, the Head of Government, Aziz Akhannouch, indicated on Monday in Rabat. Speaking during the monthly session of oral questions in the House of Representatives devoted to the theme “the centrality of the foreign trade sector in the development of the national economy”, Akhannouch specified that these revenues represent an increase in value of 5 .3% (i.e. +16.8 billion dirhams) compared to the same period of the year 2023.

This turning point could help to remove uncertainties regarding the duration of studies and put an end to a situation which has generated deep frustration within medical faculties. In this context, students are preparing to vote on this offer at the next general assemblies, while discussions on measures to restore constructive dialogue are underway.
• The Insurance and Social Security Supervisory Authority continues its commitment to modernizing its control methods within the framework of the new risk-based solvency regime. This time, the regulator is preparing to deploy an innovative system to evaluate the governance of insurance and reinsurance companies, thus aligning its practices with the latest trends for more efficient supervision of the insurance market.

• The 13th edition of the International Date Fair in Morocco (SIDATTES 2024), organized from October 30 to November 3 in Erfoud under the High Patronage of HM King Mohammed VI, was a “great success” with more than 230 exhibitors and 91,000 visitors. This edition, held under the theme “Moroccan oases: for resilient systems in the face of climate change”, was distinguished by an impressive turnover, thematic conferences, B to B meetings, educational activities as well as tasting sessions. and awards ceremonies.
• The volume of employed workers in a situation of underemployment increased by 60,000 people, between the third quarter of 2023 and the same period of 2024, going from 1,005,000 to 1,066,000 people at the national level, from 523,000 to 590,000 people in urban areas and from 482,000 to 476,000 in rural areas, indicated the HCP. The underemployment rate thus rose from 9.6% to 10% at the national level, from 8.1% to 8.8% in urban areas, while it remained stable at 12% in rural areas, note the institution. Regarding the volume of the employed active population in a situation of underemployment linked to the number of hours worked, it increased from 501,000 to 584,000 people at the national level.

• The unemployment rate increased slightly between the third quarter of 2023 and that of 2024, going from 13.5% to 13.6%, recording an increase of 0.4 points in rural areas (from 7 % at 7.4%) and stagnation at 17% in urban areas, indicates the recent HCP information note relating to the situation of the labor market. According to the same source, the number of unemployed increased by 58,000 people between the third quarter of 2023 and that of 2024, going from 1,625,000 to 1,683,000 unemployed, which corresponds to an increase of 4%. . This increase, resulting from an increase of 42,000 unemployed in urban areas and 16,000 in rural areas.

• Despite the considerable efforts of the Government, the unemployment rate has continued to increase, going from 13.5% to 13.6% at the national level and from 7% to 7.4% in rural areas, according to the HCP. Amin Sami, expert and economic analyst, told the daily that “limited employment support policies in turn contribute to high unemployment rates, due to poor coordination between institutions and the lack of vision for fight against unemployment. The expert highlighted the need to develop and support the agricultural sector to cope with the effects of drought so as to help create new employment opportunities and stimulate entrepreneurship and SMEs.

• The pioneering Moroccan experience in integrated management, protection and preservation of water resources was highlighted, Thursday in Abidjan, on the occasion of the official launch of the 9th edition of the national week of Water. This edition, placed under the theme “For the harmonious and sustainable development of Côte d’Ivoire: No longer a drop of water polluted by mining, what legal and regulatory framework to fight against the pollution of water resources”, was preceded by the organization, on October 30, of a series of panels during which emphasis was placed on the great efforts made by the Kingdom thanks to the far-sighted policy of His Majesty King Mohammed VI, for integrated management and efficient use of water resources, their planning, their development and their protection, particularly in a context of profound climate change and water stress.

• Mohamed Salah Tamek, general delegate of the General Delegation for Prison Administration and Reintegration (DGAPR), highlighted the effectiveness of the alternative sentencing system in reducing prison overcrowding in the Kingdom’s prisons. Presenting the DGAPR budget for the 2025 financial year, the general delegate considered that the approval of Law 43.22 on alternative sentences constitutes an important step in the reform of the penal system in our country. On the other hand, Tamek stressed that the success of this mechanism remains mainly linked to the establishment of appropriate conditions for the implementation of the provisions of this law.

• The head of government Aziz Akhannouch revealed to parliamentary representatives the government’s vision for the development of foreign trade. During the monthly session of oral questions, Aziz Akhannouch stressed that the government is committed to deploying considerable efforts to strengthen foreign trade, consolidate national exports as a lever for development and growth, and make the national economy and Moroccan companies more competitive in this area, in particular by targeting diversified markets and partners, in order to preserve the sustainability of this sector.
