Gabonese civil service: the PM against irregularities | APAnews

Raymond Ndong Sima reaffirmed his determination to put an end to irregularities in the public service.

The Gabonese Prime Minister, Raymond Ndong Sima, went this Monday, November 4 to the Palais des Sports in Libreville to personally supervise the salary control operations of public agents. During this visit, he expressed unwavering firmness in the face of the irregularities that undermine the public service.

« It is unacceptable to earn multiple salaries while being abroad or sitting at home “, he declared, emphasizing the determination of the transitional government to put an end to these practices.

After several months of audit, the Gabonese authorities decided to toughen up their tone. Public service agents whose administrative situation presents irregularities are now exposed to disciplinary sanctions, warned Raymond Ndong Sima.

This process, which began on October 23, marks a new stage in the fight against lax management of public resources.

Following an audit carried out by the Debt Settlement Task Force and the General Directorate of Budget and Public Finance, which examined the situation of civil agents between December 2023 and June 2024, the authorities noted a number of unrecorded agents and took measures to strengthen control.

For the month of October, the salaries of the agents concerned will therefore not be paid by bank transfer, but by cash vouchers. These will be given only to agents who can present a certificate of presence at the post certified during the census, and prove their effective presence in a locality other than Libreville if they are there.

Cash voucher delivery operations began on October 25, and the agents concerned must present themselves with their identity document and the required supporting documents to regularize their situation.

In the event of non-compliance, these agents risk being subject to disciplinary measures under the statutes in force.

This initiative, led by the Prime Minister, aims to improve the management of human resources within the Gabonese public administration, with the aim of optimizing the use of public finances.

It also reflects the desire of the Gabonese state to modernize its administration and to fight against abuse and waste in the public service, according to the authorities.
