The investigation revealed several shortcomings. If the general director partially violated the rules concerning the regularization of consultancy services, he completely ignored the transparency requirements in terms of sponsorship. He also took out a subscription to a golf club financed by the administration, the costs of which amount to 74,200 euros over several years. The director’s justifications, based on marketing considerations, did not convince the authorities.
The sanctions imposed, although moderate, highlight serious problems in the management of public funds. While Marc Van den Bossche receives a simple warning, the sanctions against Nicolas Locoge will be erased after one year, reducing their impact on his professional future. At the same time, an audit of Paradigm was launched, leaving the door open to further investigations. Both leaders can contest these decisions.
The responsible minister, Bernard Clerfayt (Défi), reacted by prohibiting any new hiring and any sponsorship expenditure.
