Francis Vallée was to undergo therapy in a center in Lévis, under court order. In the last days, he allegedly left the center without authorization.

“He contacted an ex or an acquaintance to come pick her up. It went badly and he left with the car, cards and money,” explains François Gagnon, spokesperson for the Lévis Police Department (SPVL)

The stolen car was found in Saint-Apollinaire on Friday by the Sûreté du Québec, but the 39-year-old man remains untraceable. According to the SPVL, he could have found refuge in the region.

The man is considered “unstable” by the authorities. Anyone who may see him can contact 9-1-1 directly.

Background

This is not Vallée’s first escape, nor his first run. Last March, he was arrested by the Lévis police. He had been wanted for five months, after running away from therapy in October 2023.

His arrest occurred in the wake of Operation Scandalous, set in motion to curb violent events between the Hells Angels and street gangs.

For almost a year, the BFM clan and other independent dealers have been engaged in a bloody war against the biker group for control of the narcotics market, particularly in eastern Quebec.

The 39-year-old man has racked up breach of conditions offenses since his last arrest. He has a long criminal record, having committed several violent offenses. His last offenses date back to last June, where he is accused of having committed assault as well as mischief.
