arrest of two masterminds in Dakar including a Californian

The Central Office for the Suppression of Illicit Drug Trafficking (Ocrtis) continues to dismantle a network of drug traffickers. After the arrest of AA Kane and S. Ba, influential members of the gang, two other masterminds were arrested. It concerns an American national, C. Von Hoover, and his Senegalese sidekick, B. Ndiaye alias Kader. According to information reported by L’Observateur, these arrests come after several weeks of surveillance carried out by Ocrtis.

The newspaper informs that C. Von Hoover, a player agent of Californian origin, and B. Ndiaye, company administrator, were the masterminds of a network operating mainly in the upscale neighborhoods of Dakar, such as Ngor, Almadies, Yoff , and Plateau. The duo specialized in trafficking cocaine, heroin, and cannabinoids (editor’s note: a group of chemical substances that activate cannabinoid receptors present in the human body and in mammals). The two men were arrested during a hard drug supply operation on October 16, near the Renaissance Monument, after trying to force a police force.

This day, around 7 p.m., elements of the Ocrtis operational division received information indicating that a certain Kader, residing in the Mbackiou Faye city, was on board his vehicle and was preparing, in company of his American sidekick, to carry out a new large-scale supply operation of hard drugs contained in khaki envelopes. The stock in question had to be handed over in full circulation to two motorcycle drivers.

During the search of their vehicle, the agents discovered a large stock of drugs, including 21 sachets of cocaine and 7 cannabis-based electronic cigarettes, as well as one million CFA francs in cash and several phones. With the support of their colleagues from the Regional Narcotics Brigade (Brs), elements of Ocrtis searched the home of the Senegalese businessman before searching that of the American. A native of California, the latter resided in Maristes.

In addition to these arrests, a woman of Cameroonian nationality is cited in the investigation, which continues to dismantle this entire network. The duo was placed under arrest warrant.
