Minister Cheikh Diba provides details on the audit presented by PM Sonko on public finances

On September 26, 2024, during the presentation of the Senegalese public finance audit report, the notable absence of the Minister of Finance and Budget, Cheikh Diba, provoked strong reactions. This event, chaired by the Prime Minister and in the presence of certain members of the government, was marked by the notable absence of Diba. The latter has been the subject of much speculation, particularly from the opposition. Some opponents, including Bougane Gueye Dany, interpreted his absence as a sign of disagreement with the figures presented by the Prime Minister.

However, the Minister of Finance wanted to clarify the situation during the Council of Ministers held on October 2, 2024. In his intervention, Cheikh Diba stressed that the audit of public finances, covering the period 2019 to March 2024, had been carried out by the General Inspectorate of Finance at its express request. He specified that he himself signed the mission order for this audit, defining the terms of reference for his services, which makes any speculation on a possible disagreement unfounded.

The report in question, which was the subject of a press briefing moderated by the Prime Minister, is part of an approach to evaluating the state of public finances, by highlighting the financial abuses observed and proposing reforms to remedy this. The audit is crucial for the country’s macro-budgetary framework. It is also worth remembering that Cheikh Diba was not present in Senegal during the presentation of the report because he accompanied President Bassirou Diomaye Faye to New York to participate in the United Nations General Assembly.
