General Moussa Fall, former high commander of the gendarmerie, is the target of a double complaint. This comes from the former commander of the second squadron of the presidential guard Ibrahima Diagne, currently imprisoned in Rebeuss for plotting against state authority, under Macky Sall, and undermining military authority, the former boss of the gendarmerie in this case. According to L'Observateur, which provides the information in its Monday edition, the complainant accuses the general of kidnapping, harassment and torture. To have initiated against him a disciplinary procedure marred by irregularities, the cause of his removal from the said body and his imprisonment, and to be responsible for his violent arrest last February in Mandégane, in Casamance. The daily newspaper of the Future Media Group reports that Ibrahima Diagne's complaint also targets the commander of the Ziguinchor Research Section. The same source adds that other gendarmes, “whose names were not revealed during the preliminary investigation, could soon be involved in the procedure”. “Extract from prison, under request no. 00248/CPR dated November 21, 2024, [il] was interviewed at the Rebeuss district police station” where he filed his double complaint via the Prison Administration, the newspaper reports. The Observer points out that the investigation was launched on the order of the public prosecutor at the Dakar high court, received on November 8. Ibrahima Diagne considers the accusations against him “unfounded” and affirms that the procedure which led to his dismissal and his imprisonment is “marred by irregularities”. The same cell as President Diomaye Faye The former gendarme spent two periods in prison. The first, between 2022 and January 2024, at Cap Manuel, for an accusation of theft of 800,000 CFA francs which he assimilates to a plot hatched by General Moussa Fall. He claims to have shared the same room for two months with President Diomaye Faye, arrested in 2023. Benefiting from a presidential pardon, he was released from prison in January 2024. He will return there a month later, this time to Rebeuss . A few days after leaving Cap Manuel, Ibrahima Diagne received a call from the former commander of the gendarmerie, via a hidden number. The latter, according to his account, would have whispered to him that he learned that he shared the same cell as the current head of state and that he would hunt him down “wherever [il] will be”. Claiming to have replied by text message – without specifying to which number since the number of the call he received was hidden, according to him -, Diagne reports having told General Fall that he was not afraid of him and that he will pay for his actions. These comments allegedly caused his violent arrest on February 23 in Casamance. He will be taken to Dakar. “Along the way,” he rewinds, “I suffered physical abuse which led to injuries. The squadron elements refused to allow me to drink and urinate during the entire journey. Once at the Dakar Research Section, I was refused the right to be consulted by a doctor. I went for days without being able to take a bath or pray because of the injuries and pain in my body. The Rebeuss prison infirmary, my roommates and the other inmates can confirm what I said.”
