A repeat rapist returns behind bars after having his statutory release revoked because he continued to demonstrate a blatant lack of transparency, antisocial values and misogynistic and violent tendencies.
«La Commission [des libérations conditionnelles] revokes your statutory release, because she is of the opinion that a repeat offense […] will present an unacceptable risk to society,” we read in the decision which is addressed directly to Jacques Groleau.
Aged 63, he has been serving a sentence since November 2011 for a series of sordid rapes against five women chosen at random between 2008 and 2010. He was caught after forgetting his dentures following a one of his crimes.
When he was released on statutory release, two thirds of the way through his sentence, the man tried numerous times to get rid of the electronic bracelet that had been imposed on him, lied when he was caught, while demonstrating that he was not ready to escape the “cycle of delinquency”, according to the Commission (CLCC).
The report mentions “inappropriate” behavior towards female staff throughout their incarceration.
Nothing stops him
According to a psychologist, his “persistent” criminality is linked in particular to his “strong adherence to antisocial values, […] misogynistic tendencies [et] the use of violence to satisfy [ses] delinquent impulses.
In 1981, he was serving a first federal sentence for robbery and kidnapping, the decision relates. His record “also contains convictions for rape, indecent assault, breaking and entering, sexual assault with a weapon, threats, mischief, obstruction and assault.”
On a “sunny July day” in 1986, he slipped past surveillance officers and raped a woman in a business in broad daylight, threatening her with a knife, the latter told the Journal.
“There’s not much stopping him,” she stressed. On the day of the attack, she went out for a bike ride for the very first time after giving birth.
A “correct” decision
“It’s a correct decision, but we want him to stay inside. He has not changed and he still represents a danger for all women in the community,” insisted this first victim, accompanied by a second who was attacked while returning home in 2009.
Campaigning to keep this man in prison as long as possible is the fight of their lives.
Because his releases have almost systematically led to new attacks, new lives destroyed. However, the man will be able to try to be released again before the end of his sentence, in December 2025.
According to these two victims, “justice did not fulfill its duty” by releasing him in the past and giving him the label of “delinquent to watch” rather than that of “dangerous offender” about fifteen years ago. of years.
“How is that possible, with the track record he has?” asks the 1986 victim, who is still suffering the repercussions of this sexual assault, just like her colleague.
They want to protect the women of the community and prevent at all costs other victims.
