The Court of Auditors highlighted, in its 2023-2024 annual report, a notable improvement in the preschool enrollment rate since the launch of the National Program for the Generalization and Development of Preschool (PNGDEP) in 2018. If the 2000-2018 period had not recorded no significant progress, the PNGDEP has enabled concrete progress thanks to the expansion of public provision and the gradual rehabilitation of unstructured preschool. However, the report warns of risks linked to governance and educational control, the coverage of which currently concerns only 36% of educational units.
The Court recommends in particular the harmonization of educational strategies with the Strategic Vision 2015-2030 and the National Education Charter, while carrying out an in-depth diagnosis to improve strategic planning. It also emphasizes the need to integrate preschool with primary school to form a coherent and sustainable educational cycle, while ensuring optimal administrative and financial governance.
Furthermore, the report highlights the inadequacies in the control system of private higher education (ESP). He notes that existing systems only cover 3% of establishments per year, with regulatory bodies that do not operate effectively. The Court thus calls for the revision of the legal and institutional framework of the ESP in order to align it with international good practices.
To improve this sector, the Court recommends strengthening the authorization, accreditation and control framework for private establishments, while developing a clear strategy to encourage public-private partnership. Finally, it insists on the effective application of the corrective and coercive measures provided for by the regulatory texts in force.
