And black Thursday is announced. Change from one to three days of waiting time, reduction in compensation during sick leave, elimination of the Purchasing Power Guarantee (GIPA)… The “Kasbarian measures”, named after the Minister of the Civil Service, have get up a wind of anger in communities.

The inter-union (CFDT, CGT, UNSA, CFE-CGC, FSU, SUD, Solidaires, FA-FP) calls on all public service personnel to general strike the December 5, 2024.

HAS Toulouse, many public services will be disrupted, or even completely stopped: an update on what awaits you.

Manifestations

Civil servants and temporary workers will pound the streets. Three assembly points are planned in the department: the first will be at Saint-Gaudenswhere we meet at 10 a.m. on Place du Pilat. HAS Worrythe demonstrators will meet at 10:30 a.m. in front of the sub-prefecture. Finally, at Toulousethe big demonstration will leave from Jean Jaurès at 2 p.m.

Schools

Concerning strikes, we start with the education sector, where the movement promises to be very popular. In addition to salary demands, teachers and facilitators are protesting against the announcement of 4000 job cuts next year. THE FSU-SNUipp, the first union of primary schools (nursery and elementary), promises 65% strikers. As a result, most schools in the area will be completely closed.

As part of the minimum municipal reception service (free)several establishments will be open from 8 a.m. to 6:30 p.m. “Provided there is sufficient supervision”, parents will be able to drop off their children there, equipped with a packed lunch. For kindergarten students, five sites will be open:

– Borderouge nursery school – 4, rue Antoine Pastre 31200 Toulouse
– Patte d’Oie nursery school – 87, rue de Cugnaux 31300 Toulouse
– Saouzelong nursery school – 30, rue Jeanne Marvig 31400 Toulouse
– Chaubet nursery school – 4 rue Victor Basch 31500 Toulouse

Three sites will accommodate elementary students:
– the Petit Capitole leisure center – 153, avenue de Lardenne 31100 Toulouse
– the Sept Deniers leisure center – 110 route de 31200 Toulouse
– Sauzelong elementary school – 92, avenue Albert Bedouce 31400 Toulouse

In middle and high schools, the situation is even more vague. It will remain so until the last moment because their teachers are not obliged to declare themselves strikers in advance.

Health

Hospitals should not experience major disruptions, although nursing staff will also be mobilized. Indeed, in addition to the national announcements made by the government, the CGT 31 denounces a local decision: the management of CHU de Toulouse would have suddenly decided to halve the premiums that Toulouse caregivers have been receiving since 2022.

Colleagues “systematically assigned and working understaffed experience intense stress and fatigue […] which endangers their physical and mental health,” deplores the union. He invites those concerned to join the procession in the afternoon at Jean Jaurès.

Transport and other public services

Metros, trams, buses… Toulouse public transport should slow down on Thursday December 5. The Tisséo Arènes agency will be closed all day.

The railway workers are also involved: the SNCF should soon announce blockages and cancellations on its lines.

Other public services, such as waste collection, are expected to experience disruption.

And then?

Could the strike continue after December 5? The answer will depend on negotiations between unions and government.

The day pursues a priority goal: “that the minister renounces the 3 days of waiting in the public service, the reduction in compensation for days of sick leave and the non-payment of GIPA”, indicates the joint press release from the inter-union.

In the sector of educationthe discontent is even more intense. In addition to the withdrawal of the Kasbarian measures, the unions are demanding an increase in the index point, an increase in salaries for all staff without compensation, “real status” for AESH and the cancellation of job cuts.

Trade union organizations will meet after the mobilization “to discuss the consequences”, leaving doubt as to possible extensions.

“Civil servants are blamed for being ill even though successive governments bear heavy responsibility for the deterioration of their working conditions and, ultimately, their health.”
