For four votes, Valérie Dittli won an intermediate victory. This Tuesday, by 65 votes against 61 and 18 abstentions, the Grand Council of Vaud accepted the 0.5% tax reduction proposed by the Council of State. For the Minister of Finance, “it is an ambitious reform which will allow us to increase both the attractiveness of our canton and the purchasing power of its citizens, by targeting the middle class”. With the right-wing alliance, the centrist won the 2022 cantonal elections by promising a reduction in cantonal taxes on income and wealth. Since its debut, they have fallen by 4%. Despite opposition from left-wing parties, it hopes to reach 5% by 2027. In the immediate future, a second debate will be necessary.
This reform, which should make it possible to redistribute 270 million francs by 2027, is the cornerstone of the purchasing power plan put forward by the government last September. It appears as a very indirect counter-project to the initiative of the 12%. In autumn 2022, the Vaud Chamber of Commerce and Industry (CVCI), the Vaud Real Estate Chamber (CVI) and the Vaud Employers’ Federation (FPV) collected more than 28,000 signatures to get the Vaudois to vote on a reduction in taxes of 12%, while 12,000 would have been enough. According to the administration, the canton would have to spend between 530 and 550 million francs per year if the text were accepted.
