This appointment, specifies a press release from Place Beauvau, “is part of a firm desire of the Minister of the Interior to fight for better control of migratory flows and to strengthen the security of the French”, noting that with “the strengthening of the management of immigration at the internal level, and the revision of the returns directive at the European level, this appointment constitutes one of the elements of the global strategy” aimed at “guaranteeing the effective implementation of returns, in particular for profiles presenting threats to public order.
Mr. Stefanini’s mission, explains the press release from the French Ministry of the Interior, “will in fact mainly focus on strengthening the readmission system for people in an irregular situation.”
The latter, adds the same source, “will be responsible for concluding new bilateral readmission agreements or arrangements with source countries of immigration and transit, but also for optimizing existing agreements, which may involve the renegotiation of existing agreements”.
In addition to the special representative, the immigration file in France is managed by the General Directorate of Foreigners under the Ministry of the Interior and an ambassador responsible for migration at the Ministry of Europe and Foreign Affairs.
The Ministry of the Interior adds that Mr. Stefanini’s mission “will focus primarily on the areas and migratory routes presenting the greatest challenges for France, such as Central Asia, the Horn of Africa, the Southern Africa, the Middle and Near East.
The day after its inauguration, the French government, led by Prime Minister Michel Barnier, defined the control of immigration, legal and illegal, as one of the priorities of its action.
