The Finance and Economic Development Committee of the House of Representatives approved by majority the first part of the Finance Bill (PLF) 2025, at the end of a 23-hour session marked by the presentation of more than 540 amendments. The text received 26 votes for and 11 against, in the presence of the Minister Delegate in charge of the Budget, Fouzi Lekjaa. According to the president of the commission, Zaina Chahim, the debate allowed a constructive exchange between the government and deputies from different political sides, several amendments having been integrated into the final text.

The main modifications adopted concern large-scale projects such as the African Atlantic Gas Pipeline and the international sporting events that Morocco will host, notably the African Cup of Nations (CAN) and the 2030 World Cup. Other amendments aim to adapt provisions of the customs code and the tax code to support national industry, as well as measures governing notarial activities.

During the general discussions, the Minister of Economy and Finance, Nadia Fettah, stressed that the PLF 2025 concretizes the commitments of the government program, despite national and international challenges. She highlighted the allocation of an exceptional amount of 340 billion dirhams for public investment, targeting several key sectors of the economy, such as equipment, water and agriculture, with an envelope intended to strengthen the Moroccan entrepreneurial fabric.

Among the social measures included, Fettah recalled the increase in the share of VAT allocated to local authorities, which will increase from 30% to 32%, as well as the reduction in income tax (IR) to improve power. purchasing by employees. The government is also targeting a favorable growth rate for 2025, based on national and international forecasts, particularly in relation to the euro zone, Morocco’s leading trading partner.
