Here are the main points of Bill No. 54.23 amending and supplementing Law No. 65.00 relating to Compulsory Basic Health Insurance (AMO), adopted Thursday by the Government Council:
+ Establishment of a unified management body for basic compulsory health insurance schemes.
+ The management of the basic compulsory health insurance scheme for the public sector will be entrusted to the National Social Security Fund (CNSS) instead of the National Fund of Social Insurance Organizations (CNOPS).
+ Entrust the Board of Directors of the National Social Security Fund (CNSS) with the responsibility of handling all questions relating to the basic compulsory health insurance scheme in the public and private sectors and that of people unable to pay. membership fees, as well as other basic medical coverage plans managed by CNOPS, and to rule on related questions.

+ The National Social Security Fund (CNSS) will replace the National Fund of Social Security Organizations (CNOPS) with regard to the agreements concluded by the latter with mutual societies regarding the basic compulsory health insurance scheme for the public sector, while maintaining these agreements in force for a period to be fixed by decree, which will allow continuity of coordination with mutual societies in the field of compulsory basic health insurance (AMO).
+ As part of third-party payment, CNOPS affiliates and their dependents will continue to benefit from the services provided by mutual societies under compulsory basic health insurance. An agreement will be concluded for this purpose between the CNSS and the mutual societies.
+ Revision of the late payment increases for contribution costs relating to the AMO, in order to align them with the late payment increases applied for contribution costs to the social security system.
+ Cancellation of the compulsory basic health insurance scheme for students.
+ Most Moroccan students can benefit from medical coverage in their capacity as beneficiaries.
+ Extension of the age of coverage for single students pursuing their studies in a higher education or vocational training establishment, in the public or private sectors, up to 30 years instead of 26 years, with the exception of students enrolled in the original educational establishments and institutes and establishments under Al-Quaraouiyine University.
