MREs constitute a valuable lever for social and economic development in Morocco. As evidenced by the significant and regular increase in their transfersMREs are strongly interested in the development of their country of origin and aspire to contribute more to it, particularly in terms of investments and transfer of skills and know-how.
The King indicated that the involvement of the MRE community in the development process and to open up all opportunities to Moroccan skills and talents abroad should receive greater attention.
This is how the Sovereign announced the reform of the bodies in charge of MRE and which is based on a new institutional architecture with two pillars:
-The Council of the Moroccan Community Abroad (CCME) : constitutional institution, with a deliberative and consultative role.
-“The Mohammedia Foundation for Moroccans Living Abroad“: new public agency which will be created, with the vocation of being the “operational arm” of public policy towards MRE
This foundation was defined as follows by the King:
• Its vocation consists of regrouping the attributions, today scattered among a multitude of actors.
• Its mission will also be to prepare and ensure the coordination and implementation of the “National MRE Strategy”.
• will be responsible for managing the “National MRE skills mobilization mechanism”.
• will also have to coordinate/lead linguistic, cultural and religious support actions and to convey the voice and expectations of MREs to the various administrations and national institutions.
• open a new horizon for MRE investments in Morocco. Because despite the range of incentive programs, barely 10% of private investment in Morocco is carried out by MREs.
Here is the full text of the royal speech:
“Dear people,
“We are particularly proud to commemorate today the forty-ninth anniversary of the Green March.
“Peaceful and popular, it made it possible to recover the Moroccan Sahara and strengthen the attachment of its population to the motherland.
“Since then, Morocco has successfully worked to establish the evidence of a tangible reality and an irrevocable truth, based on the foundation of good law, legitimacy and responsible commitment.
Some are calling for a referendum to be held, they are the same ones who refuse the census of the populations sequestered in the Tindouf camps
“These include:
“- Firstly: the attachment of our sons of the Sahara to their Moroccanness and to the sacred symbols of the Nation, by virtue of the centuries-old links of the Beia which unite the population of the Sahara and the Kings of Morocco;
“- Second: the dynamic of renewal and development, the security and stability enjoyed by the Moroccan Sahara;
“- Third: increased international recognition of the Moroccanness of the Sahara and broad support for the autonomy proposal. In contrast to this legitimate and natural state of affairs, unfortunately stands another configuration, disconnected from the real world in the sense that it feeds on the myths of the past and clings desperately to outdated theses. Among its supporters,
“- Some are still calling for a referendum to be helddespite the abandonment of this option by the United Nations due to its inapplicability. At the same time, they are the same people who refuse the census of the populations sequestered in the Tindouf camps where, held hostage in lamentable conditions, they are humiliated, mistreated, deprived of the most basic rights.
“- The others, in their desire for access to the Atlanticexploit the Sahara affair.
“To these, we simply say that we are not opposed to it. In fact, as everyone knows, Morocco was the architect of an international initiative aimed at facilitating the access of the Sahel States to the Atlantic Ocean. Designed in a spirit of collaboration, partnership and shared progress, this company aims to benefit all countries in the region.
“- Then there are those who use the Sahara affair as a screen to cover their many domestic problems.
“- There is also another category that misuses the legal aspects of this issue for narrow political purposes.
“To them, we say that Morocco’s partnerships and legal commitments will never be to the detriment of its national unity and territorial integrity.
The time has therefore come for the United Nations to take responsibility by highlighting the big difference between two paradigms.
“The time has therefore come for the United Nations to take their responsibilities by highlighting the great difference between two paradigms: the one embodied by Morocco in its Sahara, realistic and legitimate, and the one which is based on a sclerotic vision, cut off from the world reality and its developments.
“Dear people,
“The matter of our territorial integrity is at a phase which requires the permanent mobilization of all.
“In this regard, we would particularly like to salute the patriotism of Moroccans living abroad and their commitment to defending the sacred symbols of the Nation and contributing to the development of their country.
“In order to strengthen the link between this segment of the population and the motherland, we have decided to carry out a new transformation in the way of managing the affairs of the Moroccan community abroad. The institutions concerned will thus be restructured, so as to prevent the overlapping of their respective responsibilities and the dispersal of stakeholders and to ensure their adaptation to the new needs of this community.
“To this end, we have directed the government to restructure this institutional framework around two key entities:
“- The first is the Council of the Moroccan Community Abroad which, as an autonomous constitutional institution, must fully assume its role as a framework for reflection and a force for proposals and reflect the representativeness of the different components of this community.
“In this regard, we call for expediting the adoption of the new law relating to the Council, with a view to its installation as soon as possible.
“- The second is “the Mohammedia Foundation for Moroccans Living Abroad“: this dedicated body, once created, will become the operational arm of public policy in this area.
“Thus, the new Foundation will be responsible for aggregating the responsibilities currently dispersed between a multitude of actors, and for coordinating the development and implementation of the National Strategy dedicated to Moroccans residing abroad.
“In addition, this new structure will ensure the management of the “National mechanism for mobilizing the skills of Moroccans living abroad”, the creation of which We have called for and which We have included at the top of the missions assigned to the Foundation.
“The aim is to pave the way for Moroccan skills and expertise established abroad and to support those carrying out initiatives and projects.
“Moreover, we expect this institution to give strong impetus to the linguistic, cultural and religious support of members of the community, all generations combined, thanks to the involvement of the ministerial departments concerned and the various stakeholders. .
“In this regard, the simplification and digitalization of administrative and judicial procedures for Our sons established abroad are among the major challenges that this body will have to meet.
“We are also keen to open new perspectives to members of the Community who are keen to invest in their country. Indeed, it is inconceivable that their contribution to the volume of private national investments is limited to 10%.
“Dear people,
“The sacrifices of the Green March generation encourage us to be more mobilizing and vigilant to strengthen our achievements with regard to the consolidation of the Moroccan character of the Sahara and to continue the development dynamic at work in our Southern Provinces .
“In the same spirit, we must ensure that the fruits of progress and development benefit the citizens of all regions of the country, from the Rif to the Sahara, from the Oriental to the Ocean, including the mountainous areas, plains and oases.
“The celebration of the glorious Green March is an opportunity for us to remember the eternal oath of this epic, as a pledge of fidelity to the immaculate memory of His Artisan, Our Venerable Father, His Majesty King Hassan II, may God have him in His holy mercy, as well as the valiant martyrs of the Nation”.
