Dramatic turn of events this Monday at the Congress of New Caledonia. While elected officials were considering the establishment of a waiting day for territorial civil servants from the third sick leave taken, after a sub-amendment tabled by the Rassemblement, Loyalists and Caledonia groups together, this waiting day will be applied from the first stop.
It was one of the requests for state reform with a view to funding of 27 billion CFP francs, that of the modification of the rules for sick leave in the public service. If until now, this waiting day did not exist, it will now be introduced from the first stop.
In other words, the first day of each sick leave will no longer be paid for civil servants. A measure presented to combat absenteeism and save money.
Initially, this text provided that this waiting day would only be applied from the agent's third sick leave. But before the session, the Rally and Loyalists intergroup tabled an amendment so that this waiting day applies from the second sick leave. The objective is to make even more savings.
And finally, after long discussions, another sub-amendment was proposed by the intergroup, to which Caledonia joined together, so that this waiting day applies from the first sick leave. This vote of one day of waiting from the first judgment therefore aligns the territorial public regime with that of the state function.
If the text was voted on by the three groups, the UC-FLNKS voted against, the United abstained. After suspension of the session, the complete text, including the new sub-amendment, was finally voted on unanimously. For some, this measure should make it possible to make more than 500 million francs in savings, all communities combined, throughout the territory.
It now remains to be seen how public service unions will react after this new unexpected turn of the screw.
