New construction statistics in are based on the Sitadel database, which compiles town planning declarations, such as construction authorization applications, construction site opening declarations and completion declarations. These data make it possible to analyze the construction of non-residential premises, individual, collective or residential housing, as well as to study the marketing of new housing and the prices of land and buildings.

The price of land and individual houses in 2023: a notable increase

In 2023, the average price of individual house projects increased by 6.1%, reaching 312,400 euros. The average construction cost, up 5.6% compared to 2022, stands at 221,500 euros, while the living space has not changed significantly. Despite a historic drop in the number of constructions, more than three quarters of projects integrate renewable heating energies.

The average purchase price of land increases by 5.5%, to reach 95,400 euros. However, this increase is accompanied by a 3% reduction in the average land area, which now stands at 1,090 m² on average. The regions, with the exception of Île-de-France, recorded increases, reaching up to +16% in small towns.

A constant reduction in land surface area

Between 2019 and 2022, land intended for individual houses has a median surface area of ​​670 m². However, this median varies greatly depending on the local markets, with larger areas in relaxed areas and on the southwest/northeast axis. Nationally, the median land size has decreased by 18% in ten years.

Since the health crisis, an opposite dynamic has manifested itself in the most tense areas, where surface areas are increasing slightly, contrary to the national trend. This development reflects the growing disparities between regional real estate markets.

Housing authorized and started in 2024

In October 2024, 28,900 housing units were authorized for constructionan increase of 12.9% compared to September 2024. Despite this progression, the total number of housing units authorized over the last 12 months remains 27% lower than that recorded before the health crisis.

The number of housing units started amounts to 20,400 in October 2024, up 11.5% from the previous month. However, this figure remains 36% below the average for the 12 months preceding the pandemic. Over the past 12 months, 259,000 housing units were started, marking a 33% decrease compared to the pre-pandemic period.

Non-residential premises: declining results

Between August and October 2024, 9.9 million m² of non-residential premises were authorized for construction, recording a decrease of 3.6% compared to the previous year. Construction starts, for their part, reached 4.7 million m² over the same period, a fall of 15.9%.

Over the last 12 months, authorized surface areas amounted to 36.8 million m², a decrease of 5%. However, if we exclude declarations received late, a slight increase of 0.3% is observed. Construction starts on premises, on the other hand, fell by 9.4% year-on-year, reaching 20.6 million m².

The marketing of new housing in the 3rd quarter of 2024

Sales to individuals: an encouraging dynamic

Individuals reserved 17,456 new homes in the 3rd quarter of 2024, up 4.6% compared to the previous quarter. This increase concerns both apartments in collective housing (+4.7%) and individual houses (+3.7%). On the other hand, housing under construction over existing ones recorded a decrease of 2.1%.

The number of homes put up for sale decreased by 5.7%reaching 13,947 units. This drop affects both apartments (-5.9%) and houses (-3.7%).

Sales to institutional investors: a significant decline

Block sales, representing 45% of total reservations, concerned 14,310 housing units in the 3rd quarter of 2024, a decrease of 3.5% compared to the previous quarter. These sales, made by developers to single buyers (often for rental uses), remain a key indicator of the collective housing market.

The Statistical Data and Studies Service (SDES) publishes data from the Sitadel database every month, covering planning authorizations since 2013. This data includes:

  • Building permits and prior declarations creating at least one dwelling.
  • Development and demolition permits.
  • Extensions or creations of non-residential premises.

A year under pressure for the construction sector

The trends observed in 2024 demonstrate a transforming real estate market. While the cost of land and buildings increases, surface areas tend to decrease. The drop in construction starts, particularly in non-residential premises, reflects the structural challenges facing the sector, in an economic context marked by high inflation.
