2024 accounts really impacted by floods

On the sidelines of the urban council, Simon Plénet analyzed an accounting year marked by floods and the implementation of the safeguard plan.

The intercommunal protection plan is ready! It concerns 15 major risks identified by Antoinette Scherer: earthquakes, cold, snow, industrial risks, nuclear, pandemic, dam failure… floods…

No time clock for agents

The other important file is the Women's House: “The opening is planned for 2025,” explains Simon Plénet, “for the reception of women victims of domestic violence with: health personnel, legal advice, psychological assistance.

In total a budget of €200,000 including 140,000 financed by the ARS and 15,000 by the Department. On the Early Childhood Centre: €300,000 remains to be paid, plus work to bring the crèches up to standard, i.e. a loan of €800,000 over 20 years at 3.5%. »

Regarding the social action of the Agglomeration, mutual health insurance for agents will increase from €15 to €32.50 per month.

But the big issue of this session is the completion of the 2024 budget with modifying decisions mainly due to flooding and flood damage.

Simon Plénet: “On the main budget, we deplore the reduction of €426,000 in VAT promised by the State. On the other hand, TASCOM will have brought us €400,000.

Due to the floods, certain investments such as the Via Fluvia in the city center or the motorhome area in Riboulon will be postponed until 2025. Regarding waste, the floods will have required €164,000 in additional expenses.

If the sanitation allowed €300,000 in additional revenue, the floods will have cost €5 to 6 million in works, like the Acantia aqueduct for €400,000.”

On the report of the Regional Chamber of Auditors: “The court sets out 12 recommendations, explains Simon Plénet, including in particular: the creation of a development council because our territory has exceeded 50,000 inhabitants.

Three others concern human resources and working time with the recommendation of a time clock, which we refuse! This will generate costs that are not necessarily relevant and would be disgraceful to the agents who did not count their hours during the floods.

On public orders, it recommends a physical inventory of all the Agglomeration's assets. The financial situation shows a slight growth in gross savings, despite the successive crises of the last 4 years, but it is insufficient in the face of debt.

The court pointed out that we had a lot of skills for low taxation, particularly on households. We are going to prepare a report on this political subject for a fiscal financial pact with all the member municipalities. Finally, waste management is considered unsatisfactory, with the court recommending a financial incentive fee for users. We are average but we can do better! »

On the issue of sport and community equipment at AquaVaure and the climbing wall: “A sports charter will be signed with the clubs using this equipment: CNA, Annonay Triathlon, CAF, Annonay climbing, Diving club. »
