“We know what happened…”

“The initial budgets have been prepared in accordance with the budgetary orientation debate of November 14, on bases which had been given to us in relation to the finance law. But we know very well what has happened since,” noted Stéphane Douabin, referring to the departure of Michel Barnier from Matignon.

At the end of the presentation the mayor of Balazé, vice-president in charge of finance, Erwann Rougier, an opposition politician in Vitré, asked: “Projects are underway, financed by part of state subsidies or environmental agencies. How did you balance things? »

The latter also asked if there could be a question of delaying.

“We have not decided to downsize”

“For the moment, we have not decided to scale back. But that’s as we speak. If the PLF were to be tougher than that which was envisaged, there will necessarily be questions,” recognized Teddy Régnier, the president of the intercommunality.

Thus, the initial budgets presented by Stéphane Douabin were voted on by elected officials. They plan an aggregate budgetary area of ​​€145.44 milliondont €95.56 million in operation et €49.88 million in investment.

A forecast increase in real operating revenues 2,29 % is planned for 2025. They will amount to 63,82 M€. A large part of these revenues will be covered by taxes. “We have a tax dynamics», underlines Stéphane Douabin.

Real operating expenses will also increase, to pass from €61.06 million to €62.00 millioneither an increase of 1.54% .

The majority concerns current management costs, budgeted at €23.38 million for 2025, including payment to Smictom (waste collection), and transport subsidies.

Three major investment projects for the year 2025

Three big investmentswill mark the coming year: the higher education campus on the former Idémia site, for which the council voted later in the evening for loans worth €6 million; the development of the Château-Marie community headquarters; and the reconstruction of the Aquatide swimming pool in Argentré-du-Plessis, which burned down in 2023.

The total investment aid to municipalities will also amount to 5,45 M€.

“It is a year of economic development, with more than €9 million in revenue expected from land sales, with major projects, but also smaller projects which will have an impact on the territory. It is also an important year in terms of environmental transition and ecology,” warns President Teddy Régnier.

“Ensure our sovereignty”

He adds: “We must attract students, we must manage to relaunch the construction of housing, because we see that projects are at a standstill, we must balance our territory in terms of jobs , that we provide answers in terms of mobility. We will need to continue to support the industry. It is the engine of wealth creation in a region. This is the best way to ensure our sovereignty, whether local, regional or national. »
