The Montpellier municipal mutual agency was inaugurated this Wednesday, December 18 in the Antigone district. Launched in mid-October, the device, last point of the social shield promised by Michael Delafosse during his municipal campaign, already benefits 760 members and aims to expand further.
Target 10,000 members within two years
The day couldn’t have come at a better time. While this Wednesday morning, the media announced the 6% increase on average in mutual insurance prices in 2025, the City of Montpellier inaugurated the agency of its municipal mutual insurance company created in partnership with the Mutuelle Familiale, selected after a call for demonstrations of interest. Located in the Antigone district, 44 place du Millénaire, these premises, owned by ACM Habitat and renovated for €14,000, can accommodate all people wishing to obtain information or join the municipal mutual insurance company. “The agency is not just a place, it is all the support work for members that we must and are committed to doing. This municipal mutual fund project is part of a solidarity and human project. It is much more than a supplementary health solution, it is an approach deeply anchored in our mutualist values: solidarity, accessibility and proximity” explains Sylvie Ben Jaber.
In less than three months, 2,600 people were informed for 760 memberships, including 210 people who did not previously benefit from social security coverage. The objective is to reach 10,000 members within two years. “We are proud to see that this initiative responds to a real need and that it provides answers to people who did not have coverage until now,” underlines the president of the Mutuelle Familiale. “These results are not simply statistics, these are lives impacted, families protected and a concrete step forward for the health of all.”
16,000 people without social security coverage
In addition to the agency in Antigone, information points are held at the CCAS in Port-Marianne and at the Gisèle Halimi space in La Mosson and hotlines are available in the city’s neighborhoods via the health prevention bus. The aim is to make municipal mutual insurance known to as many people as possible. “It’s starting to spread across the city. But you have to talk about it as much as possible to those around you to make municipal mutual insurance a dual tool” confirms Michel Calvo.
“16,000 people are currently without social security coverage in Montpellier, it’s a phenomenal objective. We have to convince them to join us,” says the delegate to the Fraternal and United City, who continues: “And we have to measure the savings that this represents in the family budget. At the municipal mutual, prices are blocked for two years. We worked on them so that they were as low as possible.” And to summarize: “If we capture populations who gain mutual coverage and others who save money, we will have completely succeeded in our project.”
The social shield completed
A political project that Michaël Delafosse had defended during the municipal campaign by brandishing this social shield composed in particular of free public transport, the €50 check for the first membership to a sports club having benefited 8,000 families, the plan of public, secular and free educational support supported by a municipal budget of €700,000, the eco-responsibility rate for water with the first fifteen cubic meters free, the reduction in water rates school meals for 64% of families and the 50 cent rate targeting 20,000 single women with children, having made it possible to count an additional 1,000 in the canteens… therefore completed with the municipal mutual.
“I say it forcefully, respect for promises, I have the weakness to think that this is one of the keys to the credibility of public action. There are so many measures being implemented to help the powerful in our society that we need men and women of good will to help those who work, those who aspire for their children to succeed and those who are vulnerable and must be protected” supports Michaël Delafosse.
Concrete examples
If the mayor intends to go to the Maisons Pour Tous to hold meetings to promote municipal mutual insurance, the former president of a student mutual insurance company puts on his sales hat and gives concrete examples: “If you are a young man of 25 years old, self-employed or part-time for the holidays, if you take a classic mutual insurance with an equivalent basket of care it is €33. If you are with the municipal mutual it is €26. For a young retiree of €148 the contract drops to €82. A couple in a nursing home will pay €306, thanks to municipal mutual insurance €234. “It’s a real measure of purchasing power.”
Other towns in the Metropolis such as Clapiers, Le Crès, Saint-Geniès-des-Mourgues, Sussargues, Murviels-les-Montpellier and Villeneuve-les-Maguelone have joined the system. “This approach says that there is strength in unity. Old mutualist principle, old union principle, old principle of a society which advocates the values of fraternity. The more members there are of the municipal mutual, the stronger we will be in strengthening solidarity. It is one of the foundations of mutualism” underlines Michaël Delafosse who even pushes the invitation beyond the borders of the community.
A single criterion: municipal mutual insurance?
This municipal mutual is aimed at all residents of Montpellier, including students. She suggests:
– personalized support for subscription (advice, analysis of needs, comparison of guarantees and assistance in terminating the old contract).
– four negotiated care baskets.
– prices blocked until December 31, 2026.
– clear prices depending solely on age (no medical questionnaire, no entry fee, no application fees, the only criterion being living or studying in Montpellier).
– free child contribution from the third child.
– immediate guarantees with no waiting period.
– simple and practical access in agency, online and by telephone.
