What is this anti-delinquency action plan established by the city of Orléans?

Faced with an upsurge in delinquency in the territory of the city of Orléans (Loiret) the actors of the State, security, Justice, and the mayor of Orléans, met in order to develop and deploy an action plan aimed at combating this phenomenon.

Supported by the Interdepartmental Directorate of the National Police, the Prefecture, the Prosecutor’s Office of the Orléans Court, the Municipal Police and the City, it was signed on the evening of Wednesday December 11, 2024 at the Loiret Prefecture.

A little context…

Between 2022 and 2023, a 7% increase in delinquency was recorded in the territory of Orléans.

“If delinquency is stable in 2024, several recent events (around ten) have disrupted Place d’Arc, de Gaulle, du Châtelet, rue de Bourgogne, etc. Brawls with intentional bodily harm, damage, theft, incivility, deals” declares Sophie Brocas, Prefect of the Centre-Val de Loire and Loiret Region.

According to the report established and presented by Emmanuelle Bochenek-Puren, these events are notably linked to the increase in drug trafficking and pimping. To prevent the situation from deteriorating, the City of Orléans and its services have therefore created a tailor-made plan in October 2024.

For 20 years, we have had excellent results in the fight against delinquency in Orléans since, in cities with more than 100,000 inhabitants, it is the first city in the decline in delinquency

What are these actions?

What a plan based on eight measures here it is:

• Occupy the land with a visible presence of security forces – Control and security operations will be reinforced, in conjunction with the Orléans municipal police, in order to ensure a visible and reassuring presence for local residents in public spaces but a deterrent for delinquent individuals. They will take the form of foot or mountain bike patrols once or twice a week (if necessary). Nighttime operations will continue according to a concerted schedule between the National Police and the Municipal Police, in particular on Friday and Saturday evenings between 8 p.m. and 3 a.m., with variable times.
• Fight against irregular immigration – Joint operations with the border police will be continued to control violations of foreigners’ legislation

• Strengthen controls on night businesses – Establishments subject to particular monitoring for acts of disturbance of public order and threats to personal safety (nocturnal noise, brawls, state of intoxication on public roads, etc.) will subject to reinforced controls in order to ensure public peace. For establishments experiencing recidivism, administrative police operations may lead to closures for longer periods. An Anti-Fraud Committee (CODAF) will be organized once a month in the city center area in order to control night drinks or grocery stores, particularly in the Burgundy, Carmes and Gambetta sectors.

• Fight against drug trafficking – Coordinated operations will be carried out over several days in order to occupy areas identified as sensitive, with the support of stun dogs. Judicial police operations will be intensified within the framework of the GLTD in order to act at all levels against drug trafficking (user, deal points, networks). The use of bans on local appearances will be widespread. Checks (searches of baggage and vehicles) will also be carried out on public transport at least twice a week, every 2 or 3 days on average.
• Fight against pimping – Actions will be taken in this direction and will particularly target the new means it uses. Please note that these operations will be placed under the direction of the public prosecutor’s office.
• Coordinate actions in downtown Orléans – A local crime treatment group (GLTD) will be set up under the authority of the public prosecutor’s office in order to coordinate judicial police operations more effectively, especially in the fight against drugs and pimping.

• Pool resources – The presence of a national police force in the Orléans supervision center will allow real-time exploitation of video protection to enable greater efficiency of services
• Carry out prevention and awareness actions in the field – Prevention and awareness-raising actions will also be carried out among citizens and in particular in schools, colleges or high schools (cyberharassment, use of narcotics) or youth associations such as at Argonne (visit/discovery of police missions national with young people from the pétanque club, road safety, etc.)

A CODAF XXL control operation

The presentation and signing of this plan followed of a control operation by the Anti-Fraud Committee (CODAF) on four establishments in the city center, currently under surveillance for acts of public order disturbance and endangering personal safety.

Note that a certain number of night grocery stores sell alcohol even though they are not allowed to do so, contributing to people being drunk and causing excesses. “This is one of the things we want to moralize and verify,” concludes Sophie Brocas.
