The adopted motion calls on the Federal Council to quickly organize an international peace forum on the Nagorno-Karabakh conflict in order to negotiate the return of Armenians from this region to their homeland. This request is in line with Switzerland’s humanitarian tradition and neutrality. In an exchange of letters with CSI, the President of the Confederation Viola Amherd also clearly expressed her support for the return of Armenians displaced from Nagorno-Karabakh on November 28, 2024: “Regarding the approximately one hundred thousand people who had to take refuge in Armenia, Switzerland called for everything possible to ensure that they can return home safely if they wish and to preserve their rights in accordance with international law.

Joy in the camp of the supporters of the motion

National Councilor Erich Vontobel (UDF, ZH), one of the two rapporteurs of the motion, sees the planned peace forum as an opportunity for Switzerland: “I am very happy that the National Council has followed the majority today of the commission. The refugees from Nagorno-Karabakh feel abandoned and need our solidarity. The good services of Switzerland are necessary here. The chances of seeing this forum become a reality have increased today. Council of States approves it.

A cross-party request

It is gratifying to see that the motion has been endorsed by a cross-section of parties on the left and right. This shows that this is not about politics, but about fundamental human rights. In addition to Erich Vontobel, the motion was also supported by National Councilor Nicolas Walder (The Greens, GE): “The decision of the National Council is part of the continuity of the friendship between Switzerland and the Armenian people. We must now lay the foundations for a rapid return of Armenians from Nagorno-Karabakh Switzerland, as guardian of international humanitarian law, can play a central role in this regard.

CSI observes the situation

So far, Azerbaijan has shown no willingness to cooperate despite its commitment to allowing the return of Armenians from Nagorno-Karabakh. After the yes to the motion, Azerbaijan must now finally act. Simon Brechbühl, director of CSI-Switzerland, clearly explains: “The risk of an escalation of the conflict and new expulsions of Armenians remains great. Yes to the motion, however, gives a clear signal that we do not accept the behavior Azerbaijan’s aggressive approach will continue to monitor the situation closely.
