Five texts examined, five adopted: the PS garnered the victories Thursday at the Assembly during its “parliamentary niche”, opportunity for its deputies to show their “utility” and their ability to identify majorities, often benefiting from the abstention of macronists.
The first text aims to fight against life dear to overseas, the second establishes the ratios of caregivers in the hospital, the third intends to generalize meals to one euro in university restaurants for all students, the fourth wants to fight against The elevator breakdowns, and the fifth better “protect the children welcomed in the nurseries”.
“We had made a commitment through our niche, to work for the French and the French, and I believe (…) that today, we fulfilled our role,” said PS deputy Stéphane Delautrette shortly before midnight, time at which the “niches”, these days dedicated to the proposals of each group, necessarily end.
The last two texts have been examined at a charge – a speed contrasting with the usual strategy consisting for the government and the majority to slow down the debates to prevent the opposition from having its texts adopt.
Eassementally, the bill on meals to one euro was adopted with a very large majority, two years after an almost identical initiative was beaten by macronists.
This time, the latter mostly abstained, despite their reluctance, in a context where the government seeks to coax the socialists and to obtain that they do not censor the government of François Bayrou, on the occasion of 'Budget exam.
Earlier in the day, the socialists had voted a text which proposes to gradually establish in hospitals a minimum number of caregivers per patient and per service.
It is a question of responding to the “suffering” of the public hospital, explained the rapporteur Guillaume Garot (PS), stressing that the ratios would only be applied very gradually – this in order to prevent, for lack of staff, hospital services are forced to close, which would be contrary to the desired effect.
-The elected officials of the right and the center deplored a “false good idea”, pointing the “current shortage of caregivers”, but ultimately, for the most part, abstained. The text, voted in the same terms as in the Senate, can therefore come into force.
– A return … elevator? –
In the morning, the Assembly had voted a first socialist proposal, presented by Béatrice Bellay to fight against life dear to overseas. The text allows the ceiling by the State of the price of a basket of essential goods to bring it back to the level noted in mainland France. He also attacks monopolies and other oligopolises, as well as the omnipotence of large distribution.
There too, the deputies of the “common base” preferred to refrain, the Minister of Overseas, Manuel Valls, welcoming “a first necessary step”, despite his reserves.
In the evening, the deputies adopted a text offering to fight against the elevator breakdowns. It plans to oblige companies managing this equipment to intervene within two working days and to constitute sufficient stocks of spare parts to repair as quickly as possible and thus avoid that the breakdowns extend and turn to “Calvary” for the inhabitants of high -rise buildings.
A few minutes before midnight, they approved a proposal to combat the “financialization” of crèches. The text establishes a prior authorization for investment funds wishing to enter the capital of a crèche company.
After having given up last week to censor the Bayrou government – which they still hope to obtain concessions on the budget – the PS elected officials intended to score points. The chief of the PS elected officials, Boris Vallaud, had not hidden to wait “on certain texts, support” on the part of the government and the elected officials of the center and the right.
As for the elected officials of the national rally, they had announced their intention to vote “as usual what goes in the right direction, that of the interest of France and the French”. In this case, they approved text on the prices overseas, on meals at one euro and on nurseries, abstained on the ratios of caregivers, and voted against the text on the elevators.
