Issues and opportunities addressed during a conference in Salé

The challenges and opportunities linked to the digital transformation of public infrastructure (IPN) in Morocco were at the center of a conference organized Thursday in Salé by the Mohammed VI Polytechnic University (UM6P). Placed under the theme “Exploring public digital infrastructures (IPN) for Morocco”, this meeting, in partnership with the Moroccan Foundation for the Promotion of Preschool Education (FMPS) and supported by Google Cloud, made it possible to analyze the opportunities offered by IPNs in the Moroccan context.

IPNs, based on flexible and interoperable systems, are considered levers of innovation, economic growth and equitable access to public services. During the conference, Jalal Charaf, Chief Digital Officer of UM6P, highlighted that IPNs play a crucial role in the empowerment and transformation of public services. He insisted on the importance of developing a strategy adapted to Morocco, drawing inspiration from global best practices, such as the Indian Aadhaar model (unique biometric identification system), and by implementing solutions guaranteeing transparency and governance. .

“The deployment of public digital infrastructure could revolutionize key sectors such as public services, health and territorial governance,” said Mr. Charaf, calling for collective action to build an ambitious digital future for Morocco.

For his part, Noureddine Boutayeb, president of the FMPS, recalled the founding principles of the IPN, namely interoperability, openness, accessibility and protection of personal data. It highlighted their role in user empowerment and socio-economic inclusion. Mr. Boutayeb also shared the example of India, which relies on three main digital services: digital identity (Aadhaar), digital payments (UPI) and secure data exchange (DigiLocker, Account Aggregator). He also mentioned Morocco’s initiatives in digitalization, such as the National Population Register (RNP) and the Unified Social Register (RSU), stressing that more structured public digital infrastructures could accelerate socio-economic integration. citizens and improve their access to public services.

This conference provided a space for reflection on the potential benefits of IPNs for Morocco, emphasizing the need to develop adapted solutions and involve local startups. The debates focused on topics such as financial inclusion, education, health, trade and mobility, while integrating issues related to sustainability and accessibility.

At this event, Google Cloud’s “DPI-In-A-Box” solution, designed for rapid deployment of interoperable and AI-driven solutions, was presented as a model of innovation. A workshop organized by Google Cloud also allowed participants to explore IPN use cases in sectors such as employment, commerce and agriculture.
