Diomaye calls for rapid modernization of public administration in Senegal

During the conference of public administrators and managers, the Senegalese president gave the Prime Minister the task of implementing a wide dissemination of the recommendations resulting from this meeting. These recommendations, in particular those issued by the control bodies, aim at improved public management in all its aspects, reported the APS.

During the weekly government meeting, Diomaye insisted on the urgency of accelerating civil service reforms, as well as the need to finalize the implementation framework for the 2022 law on the parapublic sector. He also reaffirmed the importance of strengthened governance in parapublic entities and strategic state enterprises, according to the press release from the Council of Ministers cited by the APS.

The Head of State also stressed that these reforms require a rapid generalization of performance contracts, while keeping the risks weighing on public finances under control. During this conference held in Diamniadio, Diomaye announced that the State will increase supervision of parastatal companies to ensure that they strictly respect their missions while exercising rigorous regulatory supervision.

Diomaye drew up a critical observation of the administration, describing it as “fixed in patterns inherited from colonization”, accompanied by a “hypertrophied” parapublic sector and “complex and expensive” public services. Faced with these challenges, the Prime Minister expressed his determination to carry out reforms despite historical difficulties and entrenched habits.

Concluding the conference, the Prime Minister assured citizens of his unwavering desire to implement the necessary reforms, affirming that the transformation of the administration is essential for Senegal, even if it encounters much resistance. This transformation is seen as essential, “at all costs”.
