This meeting was attended by the Minister of National Territorial Planning, Urban Planning, Housing and Urban Policy, and President of the Municipal Council of Marrakech, Ms. Fatima Ezzahra El MANSOURI. , the Wali of the Marrakech-Safi region, Governor of the Prefecture of Marrakech, Mr. Farid CHOURAK, the President of the Regional Council, Mr. Samir Goudar, was also marked by the presentation of the main lines of the road safety action plan for the city of Marrakech for 2025-2028.
In a speech on this occasion, Mr. KAYOUH emphasized the importance of this world ministerial conference, placed under the High Patronage of His Majesty King Mohammed VI may God assist him, and which will see a significant participation of official delegations led by Ministers concerned with road safety management in different countries around the world, noting the need to deploy more efforts so that this conference is a success in terms of recommendations, in particular the Declaration of Marrakech, which will be adopted next year by decision of the United Nations General Assembly.
Mr. KAYOUH, in this context, underlined that “the organization of this international event will consolidate the positive image enjoyed by the Kingdom, in particular the city of Marrakech, in the organization of major international events and conferences, as well as it will contribute to giving an image worthy of the position and reputation of the Ocher city and the reputation of Morocco under the enlightened leadership of His Majesty King Mohammed VI.”
“The organization of this global ministerial conference in our country is also likely to contribute to the mobilization of all stakeholders for increased involvement in addressing the issue of road safety in Morocco,” he said. added.
On this occasion, Mr. KAYOUH indicated that his department has developed an action plan for improving road safety in the Marrakech-Safi region as part of a participatory approach between all stakeholders concerned, in particular the National Road Safety Agency (NARSA), the Wilaya of the region, the Municipal Council of Marrakech, and the external services of the Ministry as well as other stakeholders concerned.
The cost of the investments necessary for this plan amounts to 392 million dirhams (MDH), to which NARSA contributes up to 125 MDH over the next two years.
These investments aim to treat black spots which are experiencing a concentration of traffic accidents in Marrakech, for a financial envelope estimated at 40 million dirhams, the strengthening of horizontal and vertical signaling and road traffic lights, for a cost of 88 million dirhams. , in addition to securing the perimeter of 52 educational establishments as part of the “Safe School” Project, amounting to 7 MDH, the strengthening of control operations through the coverage of road axes, recording high rates speed, by installing fixed and mobile radars for an estimated cost of 70 MDH.
The investment program also includes the strengthening of signaling and the installation of safety barriers in mountainous road sections and axes in the provinces of Chichaoua, Al Haouz and Essaouira, for 164 MDH, in addition to the strengthening of horizontal and vertical signaling in the entrances to the city of Marrakech and the most important roads leading to tourist resorts, for a financial envelope of 10 MDH.
-In order to reduce the duration of intervention for the relief of those injured in traffic accidents in the Marrakech-Safi region, NARSA will invest some 11.5 million dirhams within the framework of a specific agreement with the General Directorate of Civil Protection .
Mr. Kayouh noted, in this context, that the said action plan aims to attach great importance to road infrastructure and compliance with scientific standards adopted in terms of territorial planning and signage, which guarantees to provide a safe road infrastructure, capable of protecting the circulation of various categories of road users, in particular the category of pedestrians and the category of motorcycle users.
While emphasizing the importance of this action plan, aimed at providing the necessary conditions for improving road safety, he indicated that this program is considered a model, which will be generalized to other regions of the Kingdom.
Given that motorcycle users represent the most vulnerable category on the road, since they represent more than 53% of the total deaths resulting from road accidents in the region and 63% of deaths in Marrakech, Mr. KAYOUH announces that NARSA will distribute 30,000 protective helmets free of charge to motorcycle users in the region.
Likewise, other actors from the private sector were also mobilized through the contribution to the acquisition of more than 20,000 additional helmets for the benefit of this category in Marrakech.
The various speakers at this meeting underlined the importance of providing the necessary support for the success of the World Ministerial Conference on Road Safety, scheduled for February 18 to 20, noting the need to carry out the various projects presented within the framework. of the road safety action plan in the Marrakech-Safi region, through the mobilization of financial resources capable of ensuring the success of this plan.
This meeting was also attended by Secretaries General, Directors General, Directors of public establishments, central administrations, external services, as well as representatives of local, security and judicial authorities of the city of Marrakech.
